A. WORK SESSION:  (briefing time lengths are approximations only.)

      5:30-5:55 p.m., Room 326, City & County Building, 451 South State Street

 

1.   Report of the Executive Director, including review of Council information items and announcements.  (Estimated time:  5 minutes)

2.   The Council will receive a briefing from consultant Rick Giardina and hold a discussion regarding impact fees.  (Estimated time:  15 minutes)

 

3.   The Council will consider adopting a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations.  (Estimated time:  5 minutes)

 

4.   The Council will receive an update regarding the dog off-leash ordinance evaluation.  (Estimated time:  10 minutes)


(The following items as well as items from the above list that Council is unable to complete in Work Session from 5:30-5:55 p.m. will be addressed in a Work Session setting following the public hearings.)

5.   The Council will receive a briefing regarding Salt Lake County municipal boundaries (wall to wall cities).   (Estimated time:   15 minutes)


B.   OPENING CEREMONY:

1. Pledge of Allegiance.

2. Approval of April 20, 1999 and April 22, 1999 minutes.

3. Library Board Chair Ken Luker will present the proposed Library Fund budget for fiscal year 1999-2000.

4. Consider adopting a joint resolution with the Mayor declaring May 8, 1999 as "Letter Carriers Food Drive Day."

C. COMMENTS:

1. Questions to the Mayor from the City Council.

2. Citizen comments to the City Council (on any item not scheduled for a public hearing, as well as on any other City business).

 

D. CONSENT:

1. Ordinance:  (Percent for Art Fund)
Consider adopting an ordinance amending Sections 2.30.030 F, 2.30.050, and 2.30.060 A, and enacting Section 2.30.075, Salt Lake City Code, regarding the Salt Lake Art Design Board.

2. Ordinance - Set Date:  100 Series City Employees
Set date to accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1999-2000, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the "100 Series" City employees.

3. Ordinance - Set Date:  200 Series City Employees
Set date to accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1999-2000, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the "200 Series" City employees.

4. Ordinance - Set Date:  300 and 600 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "300 and 600 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full-time, regular part-time and job sharing City employees classified as 600 Series and 300 Series, exempt and non-exempt professional employees.)

5. Ordinance - Set Date:  400 Series City Employees
Set date to accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1999-2000, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1645 of the International Association of Firefighters representing the "400 Series" City employees.

6. Ordinance - Set Date:  500 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "500 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full time Police Officers in the City's Police Department classified as 500 Series City employees.)

7. Ordinance - Set Date:  700 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "700 Series" employees of Salt Lake City.  (Regular part-time employees who perform essentially the same duties of employees classified by the City as 100 and 200 Series employees and work twenty or more but less than forty hours a week.)

8. Ordinance - Set Date:  800 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "800 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full time sergeants, lieutenants and captains in the City's Police Department classified as 800 Series City employees.)

9. Ordinance - Set Date:  900 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "900 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full-time City employees classified as 900 Series exempt Fire Department employees.)

10.         Ordinance - Set Date:  Executive Employees and Elected Officials
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for Executive Employees and Elected Officials of Salt Lake City.

11.         Ordinance - Set Date:  Non-Classified Employees
Set date to accept public comment and consider adopting an ordinance approving the compensation plan for non-classified employees of Salt Lake City.  (Employees covered by this plan shall be full-time, regular part-time and job sharing City employees designated as Non-Classified employees.  Non-Classified employees are "appointed" and "at will" employees serving at the pleasure of the Mayor or the City Council if they are employees of the Office of the City Council.)

12.         Ordinance - Set Date:  Tax Levy
Set date to accept public comment and consider adopting an ordinance establishing the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for the fiscal year commencing July 1, 1999 and ending June 30, 2000.

E. NEW BUSINESS:

1. Resolution:  1999-2000 Tentative Budget Adoption and Hearing Date
Consider approving a resolution adopting the tentative budgets of Salt Lake City, including the tentative budget of the Library Fund, for the fiscal year beginning July 1, 1999 and ending June 30, 2000.  This resolution will also set a hearing date to accept public comment on May 18, 1999 at 6:00 p.m.  All budget related ordinances will be discussed at that time.

F.  UNFINISHED BUSINESS:

1. Ordinance:  Petition No. 400-98-74   (Salt Lake City Transportation Division/Request to Close a Portion of 600 South, West of the 600 West Intersection, through the Union Pacific Railroad Yard)
Consider adopting an ordinance closing a portion of 600 South located between 600 and 700 West, pursuant to Petition No. 400-98-74.

2. Resolution:
Consider adopting a resolution endorsing the guiding principles enumerated in the draft Master Plan for the Metropolitan Hall of Justice Block 37 adopted by the Salt Lake City Planning Commission in June 1998, subject to future revision in connection with the adoption of a final Master Plan.
