1.     Report of the Executive Director, including review of Council information items and announcements.  (Estimated time:  5 minutes)

2.     The Council will interview James Ack prior to consideration of his appointment to the Business Advisory Board.  (Estimated time:  5 minutes)

3.     The Council will interview Lorraine Miller prior to consideration of her appointment to the Business Advisory Board.  (Estimated time:  5 minutes)

4.     The Council will interview Michael J. Bodell prior to consideration of his appointment to the Board of Appeals and Examiners.  (Estimated time:  5 minutes)

5.     The Council will interview William C. Miller prior to consideration of his appointment to the Art Design Board.  (Estimated time:  5 minutes)

6.     The Council will consider adopting a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations.  (tentative).  (Estimated time:  10 minutes)

7.     The Council will receive a briefing regarding proposed amendments to the Interlocal Agreement for the design and construction of the University Light Rail Transit Project.  (Estimated time:  15 minutes)

D.  CONSENT

1.  Ordinance:  Set Date:  100 Series City Employees
Set date to accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 2000-2001, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the "100 Series" City employees, or an ordinance implementing a compensation plan.

2.  Ordinance - Set Date:  200 Series City Employees
Set date to accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 2000-2001, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the "200 Series" City employees, or an ordinance implementing a compensation plan.

3.  Ordinance - Set Date:  300 and 600 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "300 and 600 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full-time, regular part-time and job sharing City employees classified as 600 Series and 300 Series, exempt and non-exempt professional employees.)

4.  Ordinance - Set Date:  400 Series City Employees
Set date to accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 2000-2001, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1645 of the International Association of Firefighters representing the "400 Series" City employees, or an ordinance implementing a compensation plan.

5.  Ordinance - Set Date:  500 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "500 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full time Police Officers in the City's Police Department classified as 500 Series City employees.)

6.  Ordinance - Set Date:  700 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "700 Series" employees of Salt Lake City.  (Regular part-time employees who perform essentially the same duties of employees classified by the City as 100 and 200 Series employees and work twenty or more but less than forty hours a week.)

7.  Ordinance - Set Date:  800 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "800 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full time sergeants, lieutenants and captains in the City's Police Department classified as 800 Series City employees.)

8.  Ordinance - Set Date:  900 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for "900 Series" employees of Salt Lake City.  (Employees covered by this plan shall be full-time City employees classified as 900 Series exempt Fire Department employees.)

10.         Ordinance - Set Date:  Tax Levy
Set date to accept public comment and consider adopting an ordinance establishing the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for the fiscal year commencing July 1, 2000 and ending June 30, 2001.

15.                                                                                   Ordinance - Set Date:  Administrative Law Court
Set date to accept public comment and consider adopting an ordinance amending Chapter
2.75 of  the Salt Lake City Code relating to administrative enforcement setting forth 
additional violations which will be handled through the administrative enforcement process, and amending other code sections to effect these changes.

Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement    between Salt Lake City Corporation and Utah Department of Transportation (regarding the design of 1300 South reconstruction project from 1700 East to Foothill Drive).

17.                   Resolution:  Grant Agreement between Salt Lake City Corporation and Wasatch Front Regional    
Council (for Wasatch Front Regional Council's participation in the evaluation of Olympic
Committee plans and activities that may impact the airport and downtown)

                Consider adopting a resolution authorizing the approval of a grant agreement between Salt Lake
                City Corporation and Wasatch Front Regional Council, for their participation in the evaluation of
                Salt Lake Olympic Committee generated plans and request of Olympic activities that may impact
                the airport and downtown.

Set date of May 9, 2000 at 6:00 p.m. to accept public comment and consider adopting an  ordinance amending Salt Lake City Ordinance No. 63 of 1999 which approved, ratified and finalized the budget of Salt Lake City, Utah, including the employment staffing document, for the Fiscal Year beginning July 1, 1999 and ending June 30, 2000.

Consider adopting a resolution adopting the Consolidated Submission including the Five-Year Consolidated Plan, One-Year Action Plan, and Citizen Participation Plan for Community Planning and Development Programs, regarding the 26th Year Community Development Block Grant Funding, Home Investment Partnerships Program Funding, and Emergency Shelter Grant Funding (2000-2001) and approving the Interlocal Cooperation Agreement between Salt Lake City and the U.S. Department of Housing and Urban Development.

Accept public comment and consider adopting an ordinance adopting a community housing plan for Salt Lake City (which provides a framework of housing policies and implementation strategies, which will guide the City's efforts to develop new housing opportunities, while preserving the City's existing housing stock).

2.     Ordinance:  Petition Number 400-99-65, a request by the Salt Lake City Planning Commission to clarify the existing Salt Lake City Sign Ordinance as it relates to billboards
Accept public comment and consider amending the Salt Lake City Code regarding billboard regulations (amending and clarifying the purpose and intent of the ordinance).
