3. Approval of the minutes.

4a.   The City Council, Mayor and Salt Lake City Arts Council will unveil the portrait of Former Mayor Ted L. Wilson by artist Randall Lake.

4b.   The Council and Mayor will present LeRoy Hooton and the Public Utilities Department with the Outstanding Achievement Award for Region Eight from the Environmental Protection Agency.

4c.   The City Council and Mayor will present the Great Salt Lake Country’s “Tourism Ambassador of the Month” award for May to Robert G. Rasmussen.

4d.   Bid Opening for Special Improvement District No. 38-800, 200 South Beautification, 300 West to 400 West.  RECOMMENDATION: Refer to City Engineer for tabulation.

4e.   Bid Opening for Special Improvement District No. 40-R-l0, Defective Concrete Replacement.  RECOMMENDATION: Refer to City Engineer for tabulation.

D.          CONSENT:

 

1.    Fiscal Year 1985-86 Budget Amendment.

Set a date for a public hearing to be held, Tuesday, June 10, 1986, at 7:00 p.m. to discuss amending Fiscal Year 1985-86 budgets.

2.    Housing Authority Housing Development Grant.

Set a date for a public hearing to be held Tuesday, June 10, 1986, at 7:10 p.m. to discuss an application for a Housing Development Grant for the Housing Authority of Salt Lake City and/or the Housing Development Corporation of Salt Lake City to construct housing for the elderly.

E.          NEW COUNCIL BUSINESS:

 

1.    Fiscal Year 1986-87 Library Budget.

Consider and adopt a motion accepting, for public display, the fiscal year 1986-87 budget for the Salt Lake City public library, and setting a date for a public hearing on the budget for June 3, 1986, at 6:45 p.m.

F.          UNFINISHED COUNCIL BUSINESS:

 

1.    12th Year Community Development Block Grant Funds.

Consider and adopt a resolution specifying allocation of 12th Year Community Development Block Grant funds.

2.    Tax and Revenue Anticipation Notes.

Consider and adopt a resolution authorizing the issuance and sale of up to $29,500,000 of Tax and Revenue Anticipation Notes for cash flow deficits in Fiscal Year 1986-87.

3.    Petition No. 400-134 of 1983, Carson Street.

Consider and adopt an ordinance closing Carson Street commencing at 400 South and 146 feet west of Main Street, in Salt Lake City, Utah, pursuant to Petition No. 400-134 of 1983 submitted by Little America.

4.    Civil Service Commission Appointment.

Consider and approve the appointment of John Gisler to the Civil Service Commission.

Obtain public comment concerning the Mayor’s recommended budget for Fiscal Year 1986-87.

2.    Compensation Plan.- 7:15 p.m.

Obtain public comment concerning an ordinance amending Section 25-1-1 of the Revised Ordinances of Salt Lake City, Utah, 1965, relating to compensation of city officers and employees, including statutory officers.

3.    Refuse Collection Fees. - 7:30 p.m.

Obtain public comment concerning an ordinance amending Section 18-2-3 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to collection of garbage by the city from residences and providing for monthly charges for garbage pickup service as follows: a) single family dwelling unit, $5.00; b) duplex family dwelling unit, $10.00; and c) triplex family dwelling unit $15.00.

4.    Water/Sewer Franchise Fees. - 7:45 p.m.

Obtain public comment concerning an ordinance amending Title 49 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, by adding a new Section 49-6-84 thereto, relating to a Franchise fee equal to six percent (6%) of Department of Public Utilities billing for water and/or sewer services rendered within City limits.

5.    Parking Fine Decriminalization. - 8:00 p.m.

Obtain public comment concerning an ordinance decriminalizing parking citations and increasing parking fines.

Obtain public comment concerning an ordinance amending Section 51-34-1 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, increasing Planning and Zoning fee schedule for application to the Board of Adjustment and Application to the Planning Commission; an ordinance amending Section 5-12-5 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended relating to the increase of Mechanical Permit Fees; an ordinance amending Section 5-14-5 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to the increase of Plumbing Permit Fees; and an ordinance amending Sections 5-9—14, 5-9-15, 5-9-16, 5-9-17, and 5-9-18 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to the increase of Division of Building and Housing Codes fees.
