A.  WORK SESSION: 3:30 p.m. or immediately following the 2:00 p.m. Redevelopment Agency Meeting. Room 326, City & County Building, 451 So. State St. (Items from the following list that Council is unable to complete in Work Session from approximately 3:30 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will receive a written briefing regarding the Mayor’s recommended budget for Salt Lake City, Utah for Fiscal Year 2009-2010.

2.     (TIME CERTAIN 5:00 p.m.) The Salt Lake City Police Department will make a presentation to City Council Members and the Mayor in recognition of the 100 Year Anniversary of the Motors Squad.

3.     The Council will receive a briefing regarding the Mayor’s recommended budget for the Attorney’s Office for Fiscal Year 2009-2010.

4.     The Council will receive a briefing regarding the Mayor’s recommended budget for the Community and Economic Development Department for Fiscal Year 2009-2010.

5.     The Council will receive a briefing regarding the Mayor’s recommended budget for the Police Department for Fiscal Year 2009-2010.

6.     The Council will receive a briefing regarding the Library Operating and Capital Budget for Fiscal Year 2009-2010.

7.     The Council will receive a briefing from the Administration regarding the Public Safety Complex Bond Proposal.

8.     (TENTATIVE) The Council will consider a motion to enter into Closed Session, in keeping with Utah Code to discuss labor negotiations, pursuant to Utah Code Ann. § 52-4-204 and § 52-4-205 (1)(b).

9.     (TENTATIVE) The Council will consider a motion to enter into Closed Session for the purpose of strategy to discuss the purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms pursuant to Utah Code Ann.§ 52-4-204, § 52-4-205(1)(d), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

10.   Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Carlton Christensen will conduct the Formal Council Meetings during the month of May.

1.  Ordinances: Adopt the City Budget, excluding the budget for the Library Fund which is separately adopted, and the Employment Staffing Document of Salt Lake City, Utah for Fiscal Year 2009-2010

    Accept public comment and consider adopting an ordinance adopting the final budget and related ordinances, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document for Salt Lake City, Utah for Fiscal Year 2009-2010. (Note: The Council will hold a combined Public Hearing on items H2-H24, which will address all issues associated with the 2009-2010 Budget, including the Library Fund)

4.   Ordinance: Adopt Justice Court Provisions

Accept public comment regarding an ordinance adopting Section 2.84.090, Salt Lake City Code, pertaining to plea in abeyance fees for traffic violations.

5.  Ordinance: Amend Increases to Business License Base Fees, Regulatory Fees and Disproportionate Costs

Accept public comment regarding an ordinance amending Section 5.04.070, Salt Lake City Code, relating to business license fees, raising non-home based business base license fees and per employee disproportionate costs; amending Schedule 1 of Title 5, listing regulatory fees, to add a regulatory fee for automobile towing businesses; and amending Schedule 2 of Title 5, listing fees for disproportionate costs, to add a disproportionate cost for the retail sale of tobacco products.

6.  Ordinance: Amend Sections 5.65.030 Vending Cart Fee and 5.71.290 Ground Transportation Driver Application Fee

Accept public comment regarding an ordinance approving a memorandum of understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing the “100, 200 and certain identified 300 Series” City Employees, which shall become effective on proper ratification and signature.

20.  Ordinance: Approve Memorandum of Understanding, 400 Series and Fire Captains (IAFF)

1.   Ordinance: Amend the Zoning Map, 1933 South 2000 East (LDS Foothill Stake Center)
Consider adopting an ordinance amending the zoning map to change the zoning designation of property located at 1933 South 2000 East from R-1/7,000 (Single-Family Residential) to I (Institutional), pursuant to Petition No. PLNPCM2009-00074.

2.   Resolution: Energy Efficiency and Conservation Block Grant Program (EECBG)

    Consider adopting a resolution adopting a prioritized list of projects for Salt Lake City’s Energy Efficiency and Conservation Block Grant Program (EECBG), recently funded by the American Recovery and Reinvestment Act (ARRA) and the Mayor’s project funding recommendations.

3.   Resolution: Amend the 2005-2010 Consolidated Plan for Housing and Community Development Programs

    Consider adopting a resolution amending the 2005-2010 Consolidated Plan for Housing and Community Development Programs between Salt Lake City and the U.S. Department of Housing and Urban Development to allow for the acceptance and use of Homeless Prevention and Rapid Re-Housing Program (HPRP) funds for 2009-2011.

Consider adopting a legislative action initiated by Council Member Carlton Christensen requesting the Administration prepare amendments to the Salt Lake City Zoning Ordinance to permit beekeeping in Salt Lake City.
