A.  WORK SESSION:  (briefing time lengths are approximations only.)

1.     Report of the Executive Director, including review of Council information items and announcements.  (Estimated time:  5 minutes)

2.     The Council will receive an update from Mitt Romney, President and Chief Executive Officer of the Salt Lake Olympic Committee.  (Estimated time:  25 minutes)

3.     The Council will receive a briefing regarding the Fleet Management Division Business and Operating Plan, Fiscal Years 2001-2002 through 2005-2006, including the Fleet Management Audit.  (Estimated time:  15 minutes)

4.     The Council will receive a briefing regarding the Mayor's Recommended Budget for the Fleet Management Fund for fiscal year 2001-2002.  (Estimated time:  15 minutes)

5.     (Tentative) The Council will consider adopting a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations.  (Estimated time:  10 minutes)

3.     Mayor Anderson will present the proposed Salt Lake City budget for fiscal year 2001-2002.

D.  PUBLIC HEARING:

1.   Ordinance:  Budget Amendment No. 8 for Fiscal Year 2000-2001

Accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance No. 51 of 2000 which approved, ratified and finalized the budget of Salt Lake City, Utah, including the employment staffing document, for the Fiscal Year beginning July 1, 2000 and ending June 30, 2001.

2.  Resolution:  Municipal Building Authority Budget Amendment Number 2
Accept public comment and consider amending Salt Lake City Resolution No. 41 of 2000 which adopted the Budget of the Municipal Building Authority of Salt Lake City for Fiscal Year 2000-2001.

1   Resolution:  Municipal Building Authority Budget Hearing Date
Consider approving a resolution adopting the budget of the Municipal Building Authority of Salt Lake City for fiscal years 2001-2002 and 2002-2003.

                                                and refer to June 12, 2001 for formal
                                                consideration of resolution;

2   Resolution:  Fiscal Years 2001-2002 and 2002-2003 Tentative Budget Adoption and Hearing Date

Consider approving a resolution adopting the tentative budgets of Salt Lake City, including the Fiscal Year 2001-2002 and 2002-2003 tentative budget of the Library Fund beginning July 1, 2001and ending June 30, 2003.  This resolution will also set a hearing date to accept public comment on May 15, 2001 at 6:00 p.m. on the proposed City Budget and all related matters.

F.  UNFINISHED BUSINESS:

1   Resolution:  Directing the Board of Trustees of the Municipal Building Authority to undertake certain projects (Justice Court Building, Police Precinct Building, and refund certain of the Authority’s outstanding debt) and to issue lease revenue bonds to finance the projects
Consider adopting a resolution directing the Board of Trustees of the Municipal Building Authority of Salt Lake City, Utah to undertake certain projects and to refund certain of the Authority’s outstanding Lease Revenue Bonds through the issuance and sale by the Authority of up to $27,000,000 of its Lease Revenue Bonds, approving the plans, specifications and estimated costs of certain projects to be financed with a portion of the proceeds of such Bonds; and providing for related matters.

2   Resolution:  Municipal Building Authority Lease Revenue Bonds – Issuance and Sale of up to $27,000,000 million dollars of lease revenue bonds
Consider adopting a resolution authorizing the issuance and sale by the Municipal Building Authority of Salt Lake City, Utah of up to $27,000,000 of its Lease Revenue Bonds; approving forms of certain documents relating to the issuance of the Bonds; providing for the publication of a Notice of Bonds to be issued and the running of a contest period and of a petition period; and related matters.

3   Resolution:  Grant Award from the U.S. Department of Justice, Office of Justice Programs for the City Prosecutor’s Office
Consider adopting a resolution authorizing Salt Lake City to accept the Grant Award from the U.S. Department of Justice, Office of Justice Programs to enhance and expand the current community prosecution efforts.

Set date to accept public comment and consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 2001-2002, the provisions of the Memorandum of Understanding between the City and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the “100 Series” City employees dated on or about June 30, 2000.

Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for “300 and 600 Series” employees of Salt Lake City.  (Employees covered by this plan shall be full-time, regular part-time and job sharing City employees classified as 600 Series and 300 Series, exempt and non-exempt professional employees.)

Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan or appropriating necessary funds to implement, for fiscal year 2001-2002, the provisions of the Memorandum of Understanding between the City and the Union representing the “500 Series” employees of Salt Lake City.  (Employees covered by this plan shall be full time Police Officers in the City’s Police Department classified as 500 Series City employees.)

6   Ordinance – Set Date:  700 Series City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for “700 Series” employees of Salt Lake City.  (Regular part-time employees who perform essentially the same duties of employees classified by the City as 100 and 200 Series employees and work twenty or more but less than forty hours a week.)

7   Ordinance – Set Date:  Approving the Compensation Plan for “800 Series” City Employees
Set date to accept public comment and consider adopting an ordinance approving the Compensation Plan for “800 Series” employees of Salt Lake City.  (Employees covered by this plan shall be full time sergeants, lieutenants and captains in the City’s Police Department classified as 800 Series City employees.)

8   Ordinance – Set Date:  Approving the Compensation Plan for “900 Series” City Employees

Set date of May 15, 2001 at 6:00 p.m. to accept public comment and consider adopting an ordinance amending Sections 14.32.070, 14.32.075, 14.32.105, 14.32.135, 14.32.400, 14.32.405 and 14.32.410 of the Salt Lake City Code, revising the restoration standards applicable to persons performing street cuts in the public way; revising the maximum bond period; changing certain fees and charges for work in the public way; and related matters.
