A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street

      (Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     Report of the Executive Director, including review of Council information items and announcements. 

2.     The Council will interview Gary M. Jones prior to consideration of his appointment to the Land Use Appeals Board.

3.     The Council will interview Dr. George Van Komen prior to consideration of his appointment to the Salt Lake Valley Board of Health.

4.     (Tentative) The Council will receive an update regarding issues at the 2004 Legislative Session.

5.     The Council will receive a briefing regarding a Parameters resolution for the Hogle Zoo and the Tracy Aviary general obligation bond projects.

6.     The Council will receive a briefing regarding Municipal Building Authority Amendment No. 1.

7.     The Council will receive a report from Dan Lofgren, Chairman of the State Quality Growth Commission, regarding Quality Growth Communities.

8.     The Council will hold a follow-up discussion regarding UTOPIA. (Public Hearing Item C-2)

9.     The Council will receive a briefing regarding a request by the Salt Lake City School District to annex 12.3 acres of land for development of the Northwest Middle School at the northwest corner of 1700 North Street and Redwood Road. (Consent Item G-2)

 

B.     OPENING CEREMONY:

1.     Pledge of Allegiance.

2.     The Council will adopt the minutes of February 17, 2004.

 

C.   PUBLIC HEARINGS:

 

1.     Motion:  Petition No. 400-03-17, request by George Mattena that the City close the alley located between 900 and 1000 West Streets and Folsom Avenue and 100 South Street to the general public

Accept public comment regarding a request by George Mattena that the City close the alley located between 900 and 1000 West Streets and Folsom Avenue and 100 South Street to the general public.

2.     Resolution:  Utah Telecommunication Open Infrastructure Agency (UTOPIA)

Accept public comment and consider adopting a resolution authorizing and approving a pledge of its sales tax revenues; authorizing the execution by the City of a pledge and loan agreement and any other documents required in connection therewith; providing for the publication of a notice of pledge of excise tax revenues; providing for the running of a contest period; authorizing and approving the taking of all other actions necessary to the consummation of the transactions contemplated by this resolution; providing a severability clause; repealing resolutions and orders in conflict; providing an effective date; and related matters.

G.   CONSENT:

 

1.     Resolution:  Set date – adopt the one-year action plan for 30th year Community Development Block Grant Funding, Home Investment Partnerships Program Funding, Emergency Shelter Grant Funding, and Housing Opportunities for Persons with AIDS Funding (Fiscal Year 2004-05) and approve Interlocal Cooperation Agreement between Salt Lake City and the U.S. Department of Housing and Urban Development

Set the date of  March 16, 2004 at 7:00 p.m. to accept public comment and consider  adopting a resolution adopting the one-year action plan for 30th year Community Development Block Grant Funding (CDBG),  Home Investment Partnerships Program Funding (HOME), Emergency Shelter Grant Funding (ESG), and Housing Opportunities for Persons with AIDS Funding (HOPWA), (Fiscal Year 2004-05) and approving Interlocal Cooperation Agreement between Salt Lake City and the U.S. Department of Housing and Urban Development (HUD).

2.     Ordinance:  Set date – Petition No. 400-03-24, extend the corporate limits of Salt Lake City to include the Salt Lake City School District property, consisting of approximately 12.3 acres located generally at the Northwest corner of 1700 North and Redwood Road; amend the Master Plan; and amend the Salt Lake City Zoning Map to zone the property upon annexation into the City

Set the date of March 16, 2004 at 7:00 p.m. to accept public comment and consider adopting an ordinance extending the corporate limits of Salt Lake City to include the Salt Lake City School District property, consisting of approximately 12.3 acres of land for the development of the Northwest Middle School located generally at the Northwest corner of 1700 North and Redwood Road, pursuant to Petition No. 400-03-24; amending the Master Plans; and amend the Salt Lake City Zoning Map to permit Public Land uses to zone the property upon annexation into the City.

3.     Ordinance:  Set date – Petition No. 400-04-09, modify regulations relating to Sexually Oriented Businesses

Set the date of March 18, 2004 at 5:30 p.m. to accept public comment and consider adopting an ordinance modifying regulations relating to Sexually Oriented Businesses, pursuant to Petition No. 400-04-09.
