A.  WORK SESSION: 3:00 p.m. or immediately following the 2:00 p.m. Redevelopment Agency Meeting.  Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing. Items from the following list that Council is unable to complete in Work Session from approximately 3:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The City Council will convene as both the Council and Redevelopment Agency Board of Directors to discuss the loan made to the RDA relating to the Salt Palace.

2.     The Council will receive a briefing regarding a resolution authorizing the issuance and confirming the sale of approximately $19,000,000 Tax and Revenue Anticipation Notes, Series 2009; and providing for related matters.

3.     The Council will continue a discussion regarding the Salt Lake City Library system tax rate and funding needs.

4.     The Council will receive a follow-up briefing regarding Unresolved Issues for the General Fund for Fiscal Year 2009-2010.

5.     The Council will receive a follow-up briefing regarding current Legislative Intent Statements.

6.     The Council will receive a briefing regarding a joint resolution of the City Council and Mayor of Salt Lake City, Utah, and the County Council and Mayor of Salt Lake County, Utah, relating to the naming of a parcel of property located within Salt Lake City and Salt Lake County (Bonneville Shoreline Preserve) (Property purchased by Salt Lake City and Salt Lake County from North Salt Lake City at approximately 405 West 2300 North on the Bonneville Shoreline Bench). (Item G4)

7.     (TENTATIVE) The Council will receive a follow-up briefing from the Administration regarding the Public Safety Complex Bond proposal.

8.     (TIME CERTAIN 5:00 p.m.) The Council will interview Rachel White prior to consideration of her appointment to the Housing Advisory & Appeals Board.

9.     (TIME CERTAIN 5:00 p.m.) The Council will interview Michael Brough prior to consideration of his appointment to the Housing Trust Fund Advisory Board.

10.   (TENTATIVE) The Council will consider a motion to enter into Closed Session, in keeping with Utah Code to discuss labor negotiations, pursuant to Utah Code Ann. § 52-4-204 and § 52-4-205 (1)(b).

11.   Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Van Turner will conduct the Formal Council Meetings during the month of June.

1.  Pledge of Allegiance.

2.  The Council and Mayor Ralph Becker will consider adopting a joint resolution recognizing the 100 Year anniversary of the Salt Lake City Police Department Motors Squad.

3.  The Council will approve the minutes of June 2, 2009.

 

C.  PUBLIC HEARINGS:

1.  Ordinances: Adopt the City Budget, excluding the budget for the Library Fund which is separately adopted, and the Employment Staffing Document of Salt Lake City, Utah for Fiscal Year 2009-2010

    Accept public comment and consider adopting an ordinance adopting the final budget and related ordinances, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document for Salt Lake City, Utah for Fiscal Year 2009-2010. (Note: The Council will hold a combined Public Hearing on items C1-C25, which will address all issues associated with the 2009-2010 Budget, including the Library Fund)

6.  Ordinance: Amend Increases to Business License Base Fees, Regulatory Fees and Disproportionate Costs

Accept public comment regarding an ordinance amending Section 5.04.070, Salt Lake City Code, relating to business license fees, raising non-home based business base license fees and per employee disproportionate costs; amending Schedule 1 of Title 5, listing regulatory fees, to add a regulatory fee for automobile towing businesses; and amending Schedule 2 of Title 5, listing fees for disproportionate costs, to add a disproportionate cost for the retail sale of tobacco products.

Set the date of July 14, 2009 at 7:00 p.m. to accept public comment and consider adopting an ordinance enacting Chapter 2.94 of the Salt Lake City Code creating the Parks, Trails, and Urban Forestry Advisory Board, and amending Chapter 2.26 of the Salt Lake City Code which contains the Urban Forestry Ordinance.
