A.  WORK SESSION: 4:00 p.m. or immediately following the 2:00 p.m. Redevelopment Agency Meeting, in Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session. Items from the following list that Council is unable to complete in Work Session from approximately 4:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.   The Council will receive a briefing regarding a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Unified Fire Authority regarding a pilot project to create shaded fuel breaks.

2.   (TENTATIVE) The Council will receive a follow-up briefing regarding the proposed North Temple Boulevard Special Assessment Area (Job No’s LC-109017 and M-109018).

3.     The Council will discuss unresolved issues relating to the Fiscal Year 2010-2011 budget.

4.     The Council will receive an update regarding the Legislative Intent Statements from last Fiscal Year 2009-2010, Interim Study items and discuss possible Legislative Intent statements for the Fiscal Year 2010-2011.

5.     (TIME CERTAIN 5:00 P.M.)The Council will interview Charlie Luke prior to consideration of his appointment to the Planning Commission. (Item H1)

6.     (TIME CERTAIN 5:15 P.M.)The Council will interview Curtis Haring prior to consideration of his appointment to the Human Rights Commission. (Item H2)

7.   (TENTATIVE) The Council will consider a motion to enter into Closed Session, in keeping with Utah Code § 52-4-204, for the purpose of strategy sessions to discuss collective bargaining, pursuant to Utah Code § 52-4-205 (1)(b); for the purpose of strategy sessions to discuss the purchase, exchange, or lease of real property (including any form of water right or water shares) when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the City from completing the transaction on the best possible terms, pursuant to Utah Code § 52-4-205(1)(d); strategy sessions to discuss pending or reasonably imminent litigation, pursuant to Utah Code § 52-4-205(1)(c); for the purpose of strategy sessions to discuss the sale of real property (including any form of water right or water shares) if (1) public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the City from completing the transaction on the best possible terms, (2) the City previously gave notice that the property would be offered for sale, and (3) the terms of the sale are publicly disclosed before the City approves the sale; and for attorney-client matters that are privileged, pursuant to Utah Code § 78B-1-137.

8.   Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Jill Love will conduct the Formal Council Meetings during the month of June.

1.   Ordinance: Continue to Accept Public Comment Regarding Salt Lake City Historic Preservation Plan

      Continue to accept public comment and consider an ordinance adopting the Salt Lake City Historic Preservation Plan pursuant to Petition No. PLNPCM2009-00171.

2.   Ordinances: Continue to Accept Public Comment Regarding the City Budget, excluding the budget for the Library Fund which is separately adopted, and the Employment Staffing Document of Salt Lake City, Utah for Fiscal Year 2010-2011

      Continue to accept public comment and consider adopting an ordinance to adopt the final budget and related ordinances, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document for Salt Lake City, Utah for Fiscal Year 2010-2011. (Note: The Council will hold a combined Public Hearing on items C2-C22, which will address all issues associated with the 2010-2011 Budget, including the Library Fund)

4.   Ordinance: Continue to Accept Public Comment regarding the Rate of Tax Levy upon all real and personal property within Salt Lake City, made taxable by law for Fiscal Year 2010-2011

      Continue to accept public comment regarding ordinances adopting the rate of tax levy upon all real and personal property within Salt Lake City, made taxable by law for Fiscal Year 2010-2011.

5.   Ordinance: Continue to Accept Public Comment regarding the Compensation Plan for all Non-Represented Employees of Salt Lake City

6.   Ordinance: Continue to Accept Public Comment regarding the Salt Lake City Code to Reflect Organizational Changes

      Continue to accept public comment regarding an ordinance amending Salt Lake City Code, to reflect numerous organizational changes within the City Administration.

7.   Ordinance: Continue to Accept Public Comment regarding  Appropriating Necessary Funds to Implement the Provisions of the Memorandum of Understanding, Between Salt Lake City Corporation and Local 1040 (AFSCME)

Continue to accept public comment regarding an ordinance appropriating necessary funds to implement, for Fiscal Year 2010-2011, the provisions of the memorandum of understanding dated on or about June 15, 2009 between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing eligible employees pursuant to the collective bargaining and employee representation joint resolution dated January 13, 2009.

8.   Ordinance: Continue to Accept Public Comment regarding the Memorandum of Understanding, 400 Series and Fire Captains (IAFF)

Continue to accept public comment regarding an ordinance appropriating necessary funds to implement, for Fiscal Year 2010-2011, the provisions of the memorandum of understanding between Salt Lake City Corporation and Local 1645 of the International Association of Firefighters (IAFF), representing the “400 Series” Firefighters and Fire Captains, dated on or about June 15, 2009.

9.   Ordinance: Continue to Accept Public Comment regarding the Memorandum of Understanding, 500 Series and Police Sergeants (SLPA)

Continue to accept public comment regarding an ordinance approving a memorandum of understanding between Salt Lake City Corporation and the Salt Lake Police Association, Local 75 (SLPA), representing the “500 Series City Employees” which shall become effective on proper ratification and signature.

      Continue to accept public comment regarding an ordinance amending Section 12.56.330, Salt Lake City Code, regarding freight license stickers, increasing the current sticker fee to $35 and requiring payment of the base business license fee established in Section 5.04.070, Salt Lake City Code.

      Continue to accept public comment regarding an ordinance amending Sections 12.96.010, 12.96.020, and 12.96.025, Salt Lake City Code, reducing the number of unpaid parking tickets that permit the City to immobilize a vehicle and providing for payment for repair or replacement of immobilization devices damaged or destroyed due to tampering or unauthorized removal.

      Consider adopting an ordinance amending Appendix A to Chapter 8.04, Salt Lake City Code, pertaining to Salt Lake City Animal Services, to allow staff to set pet adoption fees based on demand for adoptability of particular animals.
