        1.       Special Improvement District No. 106001

                Consider adopting a resolution conditionally accepting a bid for construction work and, subject to approval of the City Engineer, authorizing execution of a construction contract for construction of improvements of Salt Lake City 1995 CBD Beautification and Street Lighting Special Improvement District, Project No. 106001, providing for construction of improvements on certain streets in said City including removal and reconstruction of sidewalk, curb, gutter, sidewalks with brick pavers, driveways and appurtenances; the removal of illegal or nonstandard driveways; the construction of minor drainage facilities; the construction of tree grates, placement of soil and trees; the installation of irrigation and electrical systems; street lighting; tree lights; property drains; and other miscellaneous work which is necessary to complete the above improvements; for issuance of interim warrants and for the addition of the interest thereon to assessable costs and related matters.  (Q 95-1)

1.      Ordinance:  S.L.C. Law Department

                Consider adopting an ordinance amending grant of a franchise to Mountain States Telephone and Telegraph Company.

                        Staff Recommendation:       Suspend and adopt.

 

        2.       Resolution:  Interlocal Cooperation Agreement  (Utah Department of Transportation)

                Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and the Utah Department of Transportation for the design and acquisition of bicycle racks.

                        Staff Recommendation:       Suspend and adopt.

 

        3.       Ordinance:  Set date, Salt Lake City/ County Landfill Budget Amendment

                Consider amending the Landfill budget and approving the proposed mid-year adjustments.

 

                                Staff Recommendation:       Set Date for a Public Hearing July 6, 1995.

 

4.      Resolution:  Elected Officials Compensation

                Consider adopting a resolution amending a 1993 resolution establishing a policy on determining compensation for elected officials.

 

                        Staff Recommendation:       Adopt.

       

 

        5.       Resolution:  Justice Court

                Consider adopting a joint resolution with the Mayor relating to the Justice Court concept.

 

                     Staff Recommendation:       Suspend and adopt.

 

F.    UNFINISHED BUSINESS:

 

        1.       Resolution:  Tax and Revenue Anticipation Notes, Series 1995

                Consider adopting a resolution authorizing the issuance and confirming the sale of the $10,000,000 Tax and Revenue Anticipation Notes, Series 1995, of Salt Lake City, Salt Lake County, Utah; providing for covenants to establish and maintain the excludability of interest on the Notes from gross income of the owners thereof for federal income tax purposes; and providing for related matters.

        2.       Resolution:  Housing Authority Bonds

                Consider adopting a resolution approving the issuance and sale by the Housing Authority of Salt Lake City of its multifamily housing lease revenue refunding bonds (Housing Development Corporation of Salt Lake City Project), Series 1995A; approving the maximum aggregate principal amount of the bonds, the maximum number of years over which the bonds may mature, the maximum net effective interest rate which the bonds may bear, and the maximum discount from par at which the bonds may be sold; authorizing the preparation, execution, delivery and use of an official statement in connection with the issuance and sale of the bonds; authorizing the execution and delivery by the City of a Bond Purchase Agreement in connection with the issuance and sale of the bonds; authorizing the execution and delivery by the City of a Lease Agreement between the Housing Development Corporation of Salt Lake City, as lessor, and the City, as lessee, and a Sublease Agreement between the Housing Authority, as sublessee, and the City, as sublessor; and related matters.

        3.       Resolution:  Budget Adoption, Municipal Building Authority

                The City Council will convene as the Municipal Building Authority of Salt Lake City at their regular meeting place to consider approving a resolution adopting the budget of the Municipal Building Authority of Salt Lake City for fiscal year 1995- 96.

                                Staff Recommendation:       Recess as City Council, convene as the Municipal Building Authority, approve resolution, adjourn as Municipal Building Authority, reconvene as City Council.

 

        4.       Ordinance:  Building and Electrical Regulations

                Consider adopting an ordinance regarding building and electrical regulations pertaining to the proposed 1995-96 Salt Lake City budget.  (O 95-16)

 

                                        Staff Recommendation:       Adopt.

 

        5.       Ordinance:  Executive Employees and Elected Officials

                Consider adopting an ordinance approving the Compensation Plan for executive employees and elected officials of Salt Lake City.

        6.       Ordinance:  100 Series City Employees

                Consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1995-96, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the 100 Series City employees.

        7.       Ordinance:  200 Series City Employees

                Consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1995-96, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the 200 Series City employees.

        8.       Ordinance:  Professional Exempt and Non-Exempt Employees

                Consider adopting an ordinance approving the Compensation Plan for "300 Series" and "600 Series" professional exempt and non-exempt Salt Lake City Corporation employees.

9.      Ordinance:  400 Series City Employees

                Consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 1995-96, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1645 of the American Federation of State, County and Municipal Employees (AFSCME) representing the 400 Series City employees.

        10.     Ordinance:  Salt Lake Police Association Employees

                Consider adopting an ordinance approving a Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, International Union of Police Associations, Local 75, AFL-CIO, representing the "500 Series" City employees.

                Consider adopting an ordinance approving the Compensation Plan for regular part- time ("700 Series") employees of Salt Lake City.

                Consider adopting an ordinance approving the Compensation Plan for exempt and non- exempt "800 Series" Police Department employees of Salt Lake City.

                Consider adopting an ordinance approving the Compensation Plan for exempt Fire Department "900 Series" employees of Salt Lake City.

                Consider adopting a motion approving Legislative Intent Statements relating to fiscal year 1995-96.

        15.     Ordinance:  Final Budget Adoption

                Consider adopting an ordinance which adopts the final budget and the employment staffing documents of Salt Lake City, Utah, excluding the budget for the Library Fund which is separately adopted, for the fiscal year beginning July 1, 1995 and ending June 30, 1996.

        16.     Ordinance:  Final Library Fund Budget Adoption

                Consider adopting an ordinance which adopts the final budget for the Library Fund of Salt Lake City, Utah, for the fiscal year beginning July 1, 1995 and ending June 30, 1996.

        17.     Ordinance:  Tax Rate

                Consider adopting an ordinance which adopts the rate of tax levy upon all real and personal property within Salt Lake City, Utah, made taxable by law for the fiscal year commencing July 1, 1995 and ending June 30, 1996.
