A.  WORK SESSION:  (briefing time lengths are approximations only.)

      5:30-5:55 p.m., Room 326, City & County Building, 451 South State Street.

(Items from the following list that Council is unable to complete in Work Session from 5:30-5:55 p.m. will be addressed in a Work Session setting following the Public Hearings.)

1.     Report of the Executive Director, including review of Council information items and announcements.  (Estimated time:  5 minutes)

2.     The Council will interview Anne Dolowitz prior to consideration of her appointment to the Multi-Ethnic Community Resource Board.  (Estimated time:  5 minutes)

3.     The Council will interview Debra Daniels prior to consideration of her appointment to the Multi-Ethnic Community Resource Board.  (Estimated time:  5 minutes)

4.     The Council will interview Steven Szykula, Ph.D., prior to consideration of his appointment to the Golf Enterprise Fund.  (Estimated time:  5 minutes)

5.     The Council will interview Heidi Hadley prior to consideration of her appointment to the Mosquito Abatement District.  (Estimated time:  5 minutes)

6.     The Council will receive a briefing regarding a proposed ordinance related to Petition No. 400-00-17, a request from Iverson Development Company to rezone 3.72 acres located at 1624 W. California Avenue from Commercial Corridor CC to Special Residential SR-3.  (Estimated time:  5 minutes)

7.     The Council will receive a briefing regarding the executive employee severance legal opinion.  The Council may also discuss the Mayor's recommended ordinance related to executive severance.  (Estimated time: 10 minutes)

8.     The Council will hold a discussion and conduct final straw polls as necessary regarding unresolved budget issues within the fiscal year 2000-2001 budget.  (tentative) 

        (Estimated time:  5 minutes)

9.     The Council will hold a discussion regarding Grand Salt Lake Mall scheduling.  (Estimated time:  5 minutes)

2.  Comments to the City Council (Comments are taken on any item not scheduled for a public hearing, as well as on any other City business.  Comments are limited to two minutes.)


D.  CONSENT

1. Ordinance:  Extending deadline for rezoning of property located at 1071 South West Temple Street, Petition 400-99-5 (Request from Salt Lake City Housing Authority)
Consider adopting an ordinance extending the deadline for satisfying the conditions for the rezoning of property located at 1071 South West Temple Street from Commercial Corridor (CC) to Residential Mixed Use (RMU).

                    Staff Recommendation:            Adopt.

2. Ordinance:  Set date - Petition 400-99-41 Request by Salt Lake City's Community and Economic Development Department to amend the Sign Ordinance to allow wall signs (painted signs) in all commercial zones and to clarify that murals are exempt from the Sign Ordinance
Set date of July 6, 2000 at 6:00 p.m. to accept public comment and consider adopting an ordinance amending Salt Lake City sign ordinance (clarifying the exemption of murals from the sign ordinance).

3. Ordinance:  Set date - Petition 400-99-12, Amending Salt Lake City Zoning Ordinance regarding Home Occupations
Set date of July 6, 2000 at 6:00 p.m. to accept public comment and consider adopting an ordinance amending the Salt Lake City Zoning Code regarding home occupations.

4. Ordinance/Resolution:  Set date - Landfill Budget
Set date of June 15, 2000 at 6:00 p.m. to accept public comment and consider adopting an ordinance or resolution approving and expressing support for Salt Lake County's approval of an increase in the Transfer Station Waste Disposal fee (as recommended by the Salt Lake Valley Solid Waste Management Council).

E.  NEW BUSINESS

1. Ordinance:  Set date - Judgment Levy (Tax Commission ruling on centrally assessed property tax valuations on Delta Airlines property for the years 1996, 1997, 1998 and 1999)

Set date of June 15, 2000 at 6:00 p.m. to accept public comment and consider adopting an ordinance adopting the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for the fiscal year commencing July 1, 2000 and ending June 30, 2001 (including a judgment levy).

F.  UNFINISHED BUSINESS:

1.  Ordinance:  Insurance for take-home vehicles
Consider adopting an ordinance amending Section 2.54.030 of the Salt Lake City Code, relating to use policy and restrictions for city-owned motor vehicles.

                                                consideration.



G. PUBLIC HEARINGS:

1.  Protest Hearing - Resolution:  Salt Lake City Special Improvement District Number 101011, East Liberty Park Concrete Replacement (The district is bounded by 700 East, 900 South, 1300 South and 900 East, and includes installation of concrete sidewalks, sidewalk access ramps, driveways, curbs, gutters and drainage facilities.)
Accept public comment and hear protests concerning the proposed creation of Special Improvement District No. 101011 and the proposed construction of improvements by the District in an area bounded on the north by the south side of 900 South; on the south by the north side of 1300 South; on the east by the east side of 900 East and on the west by the east side of 700 East.

          Staff Recommendation:  Close hearing and refer to Engineering for tabulation.

2.  Follow-Up Budget Hearings:  The Council will accept public comment on the City's 2000-2001 budget including, but not limited to, the following items:

a.  Ordinance - Amending Section 17.72.030 of Salt Lake City Code relating to  Sewer Rates

Accept public comment and consider adopting an ordinance amending certain provisions of Section 17.72.030, Salt Lake City Code, relating to sewer rates and related matters.

b.  ResolutionOrdinance:  Mobile Telecommunication Service Tax
Accept public comment and consider adopting an ordinance a resolution providing for the assessment of a $1.00 per month per billing (telephone) on cellular telephones commencing
January 1, 2001.

c.  Ordinance:  First Response Rescue Fees
Accept public comment and consider adopting an ordinance enacting Chapter 9.50 of the Salt Lake City Code, relating to first response rescue service fees (imposition of fee on the owner or operator of a motor vehicle involved in an accident for first response rescue services provided by the City).  Note:  The City Council has taken a straw poll and a majority has expressed opposition to this ordinance.

d.  Ordinance:  Fire Emergency Fees
Accept public comment and consider adopting an ordinance enacting Chapter 9.49 of the Salt Lake City Code, relating to fees for City services for fire emergencies (imposition of fee on the owner of property for services provided by the City relating to fire emergencies).
(O 00-25) Note:  The City Council has taken a straw poll and a majority has expressed opposition to this ordinance.
