A.  WORK SESSION: 2:00 p.m. Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing. Items from the following list that Council is unable to complete in Work Session from approximately 2:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will interview Rod Julander prior to consideration of his appointment to the Board of Adjustment.

2.     The Council will interview Kenneth Bullock prior to consideration of his appointment to the Board of Adjustment.

3.     The Council will interview Lydia Berggren prior to consideration of her appointment to the Open Space Lands Advisory Board.

4.     The Council will receive a briefing regarding a resolution authorizing a loan from Salt Lake City's Housing Trust Fund to Cowboy Partners, L.C./Liberty CityWalk.

5.     The Council will receive a briefing regarding a resolution authorizing a loan from the Salt Lake City's Housing Trust Fund to Pierpont Lofts, LLC.

6.     The Council will receive a briefing regarding the Mayor’s recommended budget for the Information Management Services (IMS) Department for Fiscal Year 2009-2010.

7.     The Council will receive a briefing regarding the Mayor’s recommended budget relating to time sensitive Capital Improvement Program (CIP) projects for Fiscal Year 2009-2010.

8.     The Council will receive a briefing regarding the Mayor’s recommended budget for the Justice Court for Fiscal Year 2009-2010.

9.     The Council will receive a briefing regarding unresolved issues for the General Fund for Fiscal Year 2009-2010.

10.   The Council will continue a discussion regarding the Salt Lake City Library system tax rate and funding needs.

11.   (TENTATIVE) The Council will receive a briefing regarding the issuance of the Leonardo bonds.

12.   (TENTATIVE) The Council will consider a motion to enter into Closed Session, in keeping with Utah Code to discuss labor negotiations, pursuant to Utah Code Ann. § 52-4-204 and § 52-4-205 (1)(b).

13.   The Council will consider a motion to enter into Closed Session to discuss attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

14.   The Council will receive a follow-up briefing regarding Budget Amendment No. 3 for the Fiscal Year 2008-2009. (Item C2)

15.   Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Van Turner will conduct the Formal Council Meetings during the month of June.

2.  The Council will approve the minutes of May 19, 2009.

 

C.  PUBLIC HEARINGS:

1.  The Leonardo Bonding Public Hearing

         Accept public comment with respect to the issuance of up to $10,200,000 principal amount of general obligation bonds of the City to finance all or a portion of the cost of renovating, improving and preserving the old main library building and providing related facilities located at approximately 5th South Street and 2nd East Street to establish a science, culture, and art education center currently known as The Leonardo and the potential economic impact that such project will have on the private sector.

2.  Ordinance: Budget Amendment No. 3 Fiscal Year 2008-2009

     Accept public comment regarding an ordinance amending Salt Lake City Ordinance No. 64 of 2008 which adopted the final budget of Salt Lake City, Utah, for the fiscal year beginning July 1, 2008 and ending June 30, 2009.

3.  Ordinances: Adopt the City Budget, excluding the budget for the Library Fund which is separately adopted, and the Employment Staffing Document of Salt Lake City, Utah for Fiscal Year 2009-2010

    Accept public comment and consider adopting an ordinance adopting the final budget and related ordinances, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document for Salt Lake City, Utah for Fiscal Year 2009-2010. (Note: The Council will hold a combined Public Hearing on items C3-C26, which will address all issues associated with the 2009-2010 Budget, including the Library Fund)

5.   Ordinance: Adopt Justice Court Judges’ Salaries

Accept public comment regarding an ordinance approving salaries for Salt Lake City Justice Court Judges for Fiscal Year 2009-2010.

6.   Ordinance: Adopt Justice Court Provisions

Accept public comment regarding an ordinance adopting Section 2.84.090, Salt Lake City Code, pertaining to plea in abeyance fees for traffic violations.

7.  Ordinance: Amend Increases to Business License Base Fees, Regulatory Fees and Disproportionate Costs

Accept public comment regarding an ordinance amending Section 5.04.070, Salt Lake City Code, relating to business license fees, raising non-home based business base license fees and per employee disproportionate costs; amending Schedule 1 of Title 5, listing regulatory fees, to add a regulatory fee for automobile towing businesses; and amending Schedule 2 of Title 5, listing fees for disproportionate costs, to add a disproportionate cost for the retail sale of tobacco products.

Accept public comment regarding an ordinance approving a memorandum of understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing the “100, 200 and certain identified 300 Series” City Employees, which shall become effective on proper ratification and signature.

22. Ordinance: Approve Memorandum of Understanding, 400 Series and Fire Captains (IAFF)
