A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will discuss unresolved budget issues, including a review of the Memorandum of Understanding for the 100/200 series employees and salary schedules for the Police and Fire employees for the fiscal year 2005-2006. (Unfinished Business Items F2 - F19)

2.     The City Council will receive a briefing regarding a proposed interlocal agreement that would provide a mechanism to pay for Salt Lake City’s share of the Salt Palace Convention Center expansion. (Unfinished Business Item F21)

3.     The Council will receive a briefing regarding a proposed property conveyance for a Real Salt Lake Practice facility (located at 2005 West 500 South Street). (Unfinished Business Item F20)

4.     The Council will receive a follow up briefing regarding the District Seven Olympic Legacy Project. (Consent Item G-2)

5.     Report of the Executive Director, including a review of Council information items and announcements.

Council Member Nancy Saxton will preside over the Formal Council Meetings during the month of June.

1.  Motion – Legislative Action Item -- Planning Division to review City ordinances relating to infill housing

Consider adopting a motion / Legislative Action Item requesting that the Planning Division review the City’s ordinances relating to infill housing.

Consider adopting a resolution adopting the budget of the Municipal Building Authority of Salt Lake City for Fiscal Year 2005-2006.

Consider adopting an ordinance adopting the final budget, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document of Salt Lake City, Utah for Fiscal Year 2005-2006.

Consider adopting an ordinance approving a compensation plan for "Executive Employees and Elected Officials".

4.  Ordinance – Memorandum of Understanding, 100 Series

Consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 2005-2006, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing the "100 Series" City Employees, dated on or about July 1, 2005.

5.  Ordinance – Memorandum of Understanding, 200 Series
Consider adopting an ordinance appropriating necessary funds to implement, for fiscal year 2005-2006, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing the "200 Series" City Employees, dated on or about July 1, 2005.

Consider adopting an ordinance appropriating necessary funds to implement, for Fiscal Year 2005-2006 the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1645 of the International Association of Firefighters, representing the "400 Series" City Employees, dated on or about June 17, 2004.

Consider adopting an ordinance appropriating necessary funds to implement, for Fiscal Year 2005-2006 the provisions of the Memorandum of Understanding between Salt Lake City Corporation and The Salt Lake Police Association, Local 75 AFL-CIO representing the "500 Series" City Employees, dated on or about June 17, 2004.

Consider adopting a motion approving the City Council's Legislative Intent Statements for fiscal year 2005-2006.

19.                             Resolutions – Small Business Revolving Loan Fund Budget, Housing Trust Fund Budget, and Contributions to non-profit organizations during Fiscal Year 2005-06

Consider adopting resolutions pertaining to the following contributions and funds:

a.  Resolution accepting the study performed in compliance with the Utah Code Section 10-8-2, and authorizing a proposed budget appropriation for a contribution of $8,000,000 to the Salt Palace renovation for Fiscal Year 2005-06;

b.  Resolution accepting the study performed in compliance with the Utah Code Section 10-8-2, and authorizing a proposed budget appropriation for a contribution of $64,000 to the Road Home for the emergency winter overflow shelter for Fiscal Year 2005-06;

c.  Resolution accepting the study performed in compliance with the Utah Code Section 10-8-2, and authorizing a proposed budget appropriation for a contribution of $15,000 to the Downtown Alliance for “First Night” celebrations for Fiscal Year 2005-06;

d.  Resolution accepting the study performed in compliance with the Utah Code Section 10-8-2, and authorizing a proposed budget appropriation for a contribution of $118,000 to the Salt Lake City Housing Authority for transitional housing for Fiscal Year 2005-06;

e.  Resolution accepting the study performed in compliance with the Utah Code Section 10-8-2, and amending the criteria upon which loans from the Small Business Revolving Loan Fund may be made during Fiscal Year 2005-06 and approving a proposed budget appropriation for the Small Business Revolving Loan Fund for Fiscal Year 2005-06; and

f.   Resolution accepting the study performed in compliance with the Utah Code Section 10-8-2, and establishing criteria upon which loans from the Housing Trust Fund may be made during Fiscal Year 2005-06 and approving a proposed budget appropriation for the Housing Trust Fund of Salt Lake City for Fiscal Year 2005-06.

20.         Property Conveyance – Lease of City-owned real property

Consider requesting that the Administration hold a hearing at 7:00 pm on July 5, 2005 regarding the lease of City-owned property (located at 2005 West 500 South Street) to Real Salt Lake, for a Major-League Soccer practice facility.

21.                             Resolution – Interlocal Cooperation Agreement regarding financing for the expansion of the Salt Palace Convention Center Funding

Consider adopting a resolution authorizing the approval of an interlocal agreement regarding financing for the expansion of the Salt Palace Convention Center between Salt Lake City Corporation and the Salt Lake City Redevelopment Agency.

G. CONSENT:

1.  Property Conveyance – Exchange of road way easements near 689 North New Bonneville Place

Consider requesting that the Administration hold a hearing at 5:00 p.m. on July 5, 2005 regarding a request to exchange road way easements to allow for development of nearby homes, and to maintain access to Public Utilities facilities.

2.  Motion – District Seven Neighborhood Olympic Legacy project:

Consider adopting a motion expressing the Council’s approval of the proposed Neighborhood Olympic Legacy project for City Council District Seven.

3.  Ordinance – Set date – Petition 400-02-34 develop compatible infill overlay standards for the Yalecrest neighborhood

Set the date of July 12, 2005 at 7:00 p.m. to accept public comment and consider adopting an ordinance adopting Section 21A.34.120 of the Salt Lake City Code relating to the Yalecrest compatible infill overlay district.

4.   Board appointment – David L. Mansell, Housing Authority

Consider approving the appointment of David L. Mansell, to the Housing Authority for a term extending through October 27, 2007.
