A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.  The Council will receive a presentation on the goals of the Downtown Transportation Master Plan from Alice Steiner, Property Consultant, Utah Transit Authority; Tim Harpst, Transportation Director, Salt Lake City Corporation and Alex Ikefuna, Planning Director, Salt Lake City Corporation.

2.  The Council will receive a briefing regarding an ordinance on Major Street Plan maps, Rail Transit Corridors maps and Bikeways Master Plan amendments and updates.  (Petition No. 400-05-14)

3.  The Council will discuss budget follow up on unresolved issues.

4.     The Council will consider a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations, pursuant to Utah Code Ann. § § 52-4-204 and 52-4-205 (1)(b).

5.     Report of the Executive Director, including a review of Council information items and announcements.

Council Member Søren Simonsen will conduct the Formal Council Meetings during the month of June.

1.   Resolution – Adopt the issuance of the City's Tax and Revenue Anticipation Notes, Series 2006

Consider adopting a resolution authorizing the issuance and sale of up to $20,000,000 aggregate principal amount of Tax and Revenue Anticipation Notes, Series 2006, and related matters.

2.   Ordinance – Library Fund of Salt Lake City, Utah for Fiscal Year 2006-2007 

Consider adopting an ordinance adopting the budget for the Library Fund of Salt Lake City, Utah for Fiscal Year 2006-2007.

3.   Ordinance – Final budget, excluding the budget for the Library Fund of Salt Lake City, Utah for Fiscal Year 2006-2007

Consider adopting an ordinance adopting the budget, excluding the budget for the Library Fund which is separately adopted, and the employment staffing document of Salt Lake City, Utah for Fiscal Year 2006-2007.

Consider adopting an ordinance approving a compensation plan for Executive Employees and Elected Officials.

5.   Ordinance – Memorandum of Understanding, 100 Series

Consider adopting an ordinance appropriating necessary funds to implement, for Fiscal Year 2006-2007, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing the "100 Series" City Employees, dated on or about June 22, 2005.

6.   Ordinance – Memorandum of Understanding, 200 Series

Consider adopting an ordinance appropriating necessary funds to implement, for Fiscal Year 2006-2007, the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME), representing the "200 Series" City Employees, dated on or about June 22, 2005.

7.   Ordinance – Compensation Plan, 600 and 300 Series

Consider adopting an ordinance approving a compensation plan for "600 Series and 300 Series" employees.

Consider adopting an ordinance appropriating necessary funds to implement, for Fiscal Year 2006-2007 the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1645 of the International Association of Firefighters, representing the "400 Series" City Employees, dated on or about June 18, 2004.

9.   Ordinance – Memorandum of Understanding, 500 Series

Consider adopting an ordinance approving a Memorandum of Understanding between Salt Lake City and The Salt Lake Police Association, International Union of Police Associations, Local 75 AFL-CIO representing the "500 Series" City Employees, and appropriating funds necessary to implement that agreement for Fiscal Year 2006-2007.

Consider adopting an ordinance adopting the final rate of tax levy on all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2006-2007.

15.  Ordinance – Park and Recreation Facilities; Golf Fees and Passes

Consider adopting an ordinance amending certain sections of Chapter 15.16, of the Salt Lake City Code, relating to fees for park and recreation facilities, and repealing Chapter 15.21 of the Salt Lake City Code, relating to the Recreation Enterprise Fund.

Consider adopting an ordinance amending Schedule 1 of Title 5, Salt Lake City Code, relating to additional regulatory fees for certain classes of businesses, Section 5.04.070, Salt Lake City Code, relating to license fees levied, Section 5.05.130, of the Salt Lake City Code, relating to application fees – for certificate or certificate of additional authority, and Section 5.05.135, Salt Lake City Code, relating to fees pertaining to certificates of public convenience and necessity.

20.  Ordinance – Business Fees Collected by the City (Fire Prevention Bureau)

Consider adopting an ordinance enacting Sub-section 2.12.040, Salt Lake City Code, providing permit fees to be collected from Business by the City.

21.  Ordinance – Airport Parking Services License Tax

Consider adopting an ordinance amending 5.04.200, of the Salt Lake City Code, pertaining to the Airport parking services license tax.

Consider adopting a motion approving the City Council's Legislative Intent Statements for Fiscal Year 2006-2007.

1.  Ordinance – Set date – Major Street Plan and Rail Transit Corridors Maps

Set the date of July 6, 2006 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending two portions of the Transportation Master Plan:  (A) Major Street Plan: roadway functional classification, and (B) Rail Transit Corridors, and renaming rail transit corridors to major transit facilities.  (Petition No 400-05-14)

2.  Ordinance – Set date – Child Daycare Standards

Set the date of July 11, 2006 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending Section 21A.36.130, Salt Lake City Code, pertaining to child daycare and Section 21A.62.040, Salt Lake City Code, pertaining to definitions.  (Petition No. 400-06-03)
