A.  WORK SESSION:  

1.     Report of the Executive Director, including review of Council information items and announcements. 

2.     The Council will receive a briefing regarding the sale of the City’s Tax & Revenue Anticipation Notes.

3.     The Council will hold a discussion regarding Utah Telecommunication Open Infrastructure Agency. (UTOPIA).

4.     The Council will receive a briefing regarding a request to rezone property located at 402 South 900 West from Residential Multi-Family to Commercial Neighborhood.

5.     The Council will receive a follow-up briefing regarding the sidewalk artists and entertainers ordinance.  (Unfinished Business Item F-4).

6.     The Council will hold a follow up discussion of the Salt Lake City Library System budget.

7.     The Council will discuss unresolved budget issues, including a review of legislative intent statements and the unresolved compensation issues for the fiscal year 2004-2005.

8.     (Tentative) The Council will consider a motion to enter into Executive Session, in keeping with Utah Code, to discuss two attorney-client matters that are privileged pursuant to Utah Code Ann. § 78-24-8.

 

B.  OPENING CEREMONY:

1.  Pledge of Allegiance.

2.  The Council will approve the minutes of June 1, 2004.

3.  The City Council will consider adopting a joint resolution with the Mayor recognizing June 12-19, 2004 as Utah Military Appreciation Week.

 

C.  PUBLIC HEARINGS

1.  Ordinance: Budget Amendment No. 4

Accept public comment and consider adopting an ordinance to amend Salt Lake City Ordinance   No. 58 of 2003 which approved, ratified and finalized the budget of Salt Lake City, Utah,    including the employment staffing document, for the Fiscal Year beginning July 1, 2003 and   ending June 30, 2004.

F.  UNFINISHED BUSINESS:

1.  Ordinance: Special Lighting District L01 

Consider adopting an ordinance approving the assessment list, and levying an annual assessment upon property in Salt Lake City, Utah Lighting District No. 1, known as L01; establishing the effective date of the 2004 assessment ordinance; providing for a procedure to contest an assessment; and related matters.

2.  Resolution – United States Conference of Mayor’s DuPont Spotlight on Excellence Donation

Consider adopting a resolution authorizing Salt Lake City to accept the United States conference of Mayor’s DuPont Spotlight on Excellence awards. (Budget Amendment No. 4 related resolution.)

3.  Resolution – PacifiCorp Environmental Giving Committee

Consider adopting a resolution authorizing Salt Lake City to accept the PacifiCorp Environmental Giving Committee donation. (Budget Amendment No. 4 related resolution.)

4.  (Tentative) Ordinance: Consider adopting an ordinance on sidewalk entertainers and artists

Consider adopting an ordinance repealing and reenacting Chapter 14.38, Salt Lake City Code, relating to sidewalk entertainers and artists.

G. CONSENT:

1.  Resolution:  Set date - Contribution to the Center for Documentary Arts for a documentary profile of six westside neighborhoods

Set date of July 6, 2004 at 7:00 p.m. to accept public comment and consider adopting a resolution accepting the study performed in compliance with the Utah Code Section 10-8-2 and authorizing a donation to the Center for Documentary Arts to develop a documentary profile of six westside neighborhoods.

                        Staff Recommendation:            Set Date.

 

2.  Resolution:  Set date – Contributions to several non-profit organizations

Set date of July 6, 2004 at 7:00 p.m. to accept public comment and consider adopting a resolution accepting the study performed in compliance with the Utah Code Section 10-8-2 and authorizing contributions to several non-profit organizations for transitional housing, emergency winter overflow shelter and to the Downtown Alliance – First Night program.
