Set a date for a public hearing to be held Tuesday, July 8, 1986, at 6:30 p.m. to obtain public comment concerning Petition No. 400-425 submitted by Smith’s Food King Properties requesting the city rezone property located on the south side of 8th South between Windsor Street and 9th East from a Residential “R-5A” to a Business “B-3” classification.

2.    Interlocal Cooperation Agreement Amendment, Salt Lake County.

Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement Amendment between Salt Lake City Corporation and Salt Lake County providing law enforcement services for the City’s watershed areas located outside the city limits.

3.    Planning Commission Appointment.

Consider and approve the appointment of Alice Kasai to the Planning and Zoning Commission.

5.    Interlocal Cooperation Agreement Amendment, State of Utah/Division of Fine Arts.

Consider and adopt a resolution authorizing the execution of an Interlocal Cooperation Agreement Amendment between Salt Lake City Corporation/Salt Lake City Arts Council and the State of Utah/Division of Fine Arts providing for lease by the State of the City-owned Finch Lane Annex.

F.          UNFINISHED COUNCIL BUSINESS:

 

1.    Fiscal Year 1986-87 Library Budget.

Consider and adopt a resolution adopting the budget for the Salt Lake City Public Library for the fiscal beginning July 1, 1986, and ending June 30, 1987.

2.    Refuse Collection Fees.

Consider and adopt an ordinance amending Section 18-2-3 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to collection of garbage by the city from residences and providing for monthly charges for garbage pickup service as follows: a) single family dwelling unit, $5.00; b) duplex family dwelling unit, $10.00; and c) triplex family dwelling unit, $15.00.

3.    Water/Sewer Franchise Fees.

Consider and adopt an ordinance amending Section 49-6-84 of the Revised Ordinance of Salt Lake City, Utah, 1965, as amended, relating to a franchise fee equal to six percent (6%) of Department of Public Utilities billing for water and/or sewer services rendered within City limits.

4.    Parking Fine Decriminalization.

Consider and adopt an ordinance amending Titles 28 and 46 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to the decriminalization of parking citations and increasing parking fines.

5.    Planning and Zoning Fee Schedule.

Consider and adopt an ordinance amending Section 51-34-1 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, increasing the Planning and Zoning fee schedule for application to the Board of Adjustment and application to the Planning Commission.

6.    Mechanical Permit Fees.

Consider and adopt an ordinance amending Section 5-12-5 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to the increase of Mechanical Permit Fees.

7.    Electrical Permit Fees.

Consider and adopt an ordinance amending Sections 5-9-14, 5-9-15, 5-9-16, 5-9-17, and 5-9-18 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to the increase of Division of Building and Housing Electrical Permit Fees.

8.    Plumbing Permit Fees.

Consider and adopt an ordinance amending Section 5-14-5 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to the increase of Plumbing Permit Fees.

9.    City Employment Staffing Document.

Consider and adopt an ordinance amending Section 25-1-2 of the Revised Ordinances of Salt Lake City, Utah, 1965, as last amended by Bill No. 44 of 1985, relating to the adoption of an Employment Staffing Document for Salt Lake City.

10.   Compensation Plan.

Consider and adopt an ordinance amending Section 18-2-3 of the Revised Ordinances of Salt Lake City, Utah, 1965, as amended, relating to compensation of City Officers and employees, including statutory officers.

11.   Fiscal Year 1986-87 Budgets.

Consider and adopt a resolution adopting budgets of Salt Lake City, Utah, for the Fiscal Year beginning July 1, 1986 and ending June 30, 1987.

12.   Tax Levy.

Consider and adopt a resolution determining the rate of tax levy and levying taxes upon all real and personal property within Salt Lake City, Utah, made taxable by law for the year 1986.

13.   Tax Levy Public Hearing.

Set a date for a public hearing to be held Thursday, August 7, 1986, at 6:00 p.m. to obtain public comment concerning an increase in the rate of tax levy upon all real and personal property within Salt Lake City, Utah, made taxable by law, for the year 1986 in compliance with the Utah State “Truth in Taxation” Law.

14.   Library Tax Levy Public Hearing.

Set a date for a public hearing to be held Thursday, August 7, 1986, at 5:00 p.m. to obtain public comment concerning an increase in the rate of the Library tax levy upon all real and personal property within Salt Lake City, Utah, made taxable by law, for the year 1986 in compliance with the Utah State “Truth in Taxation” Law.

Consider and adopt a resolution for the Trolley Square Development Company, TS 1 Partnership, revising the description of the project; setting a public hearing on July 1, 1986, at 6:30 p.m.; approving an amended Notice of Public Hearing; requesting a revised State Quota Allocation Certificate; approving the form and publication of a Notice of Bonds to be Issued; and related matters.

Consider and adopt a resolution for the Trolley Square Development Company, TS 3 Partnership, releasing the $5,500,000 State Bond Quota Allocation.

19.   Water and Sewer Revenue Bonds, Trustee.

Consider and adopt a resolution removing the bank originally appointed to serve as Trustee under Resolution No. 100 providing for the issuance of Water and Sewer Revenue Bonds, as amended and supplemented; appointing a successor Trustee to serve under said resolution; and related matters.

20.   Sales Tax.

Consider and adopt a resolution or ordinance increasing the optional sales tax to 58/64 of 1% as authorized by Utah State Law.

Consider and adopt a resolution determining the tax levy and levying taxes upon all real and personal property within Salt Lake City, Utah, made taxable by law for the year 1986, for the Salt Lake City Public Library.

G.          PUBLIC HEARINGS:

 

1.    Petition No. 400-277(Fairmont/Forest Dale Neighborhood), Stringham Avenue. - 6:30 p.m.

Obtain public comment concerning Petition No. 400-277(Fairmont/Forest Dale Neighborhood), Stringham Avenue area, submitted by the Sugar House Community Council. The Council will consider rezoning properties on the north side of Stringham Avenue between 500 East and 600 East from Residential “R-4” to Residential R-2” and will consider and adopt the ordinance relating thereto.

2.    Petition No. 400-347, Ed Jensen. - 6:45 p.m.

Obtain public comment concerning Petition No. 400-347 submitted by Ed Jensen requesting that the alley located between Browning and Roosevelt Avenues and 11th East to the Jordan and Salt Lake Canal be vacated; and adopt the ordinance relating thereto.

3.    Amendment, Fiscal Year 1985-86 Budget. - 7:00 p.m.

Obtain public comment concerning the amendment of fiscal year 1985-86 operating budgets, and approve the amendments.

4.    Housing Authority, HODAG. - 7:00 p.m.

Obtain public comment concerning an application for a Housing Development Grant for the Housing Authority of Salt Lake City and/or the Housing Development Corporation of Salt Lake City to construct housing for the elderly.
