A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     Report of the Executive Director, including review of Council information items and announcements.

2.     The Council will interview Rosalind (Roz) McGee prior to consideration of her reappointment to the Library Board.

3.     The Council will receive information from Jane Willie of the Salt Lake City School District regarding the "Community of Caring" partnership between the City and the School District and the “Community of Caring 101” workshop on August 5, 2004. (6:00 p.m.)

4.     The Council will receive a briefing regarding the grant agreement extension to Utah MicroEnterprise Loan Fund.

5.     The Council will receive a briefing regarding a request to amend the zoning map by changing the designation of 2157 South Lincoln Street from Moderate Density Multi-Family to Residential Business.  (Petition No. 400-03-36)

6.     The Council will receive a briefing regarding the ordinance adopting the Bicycle and Pedestrian Master Plan.

7.     The Council will hold a discussion regarding the ordinance pertaining to sidewalk entertainers and artists.

8.     (Tentative) The Council will consider a motion to enter into Executive Session to discuss pending / reasonably imminent litigation, pursuant to Utah Code Ann. § § 52-4-4 and 54-4-5(1)(a)(iii), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

1.  Ordinance: Petition Nos. 400-03-27 and 400-03-28, requests by Westminster College

a.  Ordinance: Petition No. 400-03-27, rezone properties located at 1182 and 1184 East Blaine Avenue from Single-Family Residential to Institutional and amend the Sugar House Master Plan

Accept public comment and consider adopting an ordinance rezoning properties located at 1182 and 1184 East Blaine Avenue from Single-Family Residential (R-1-5000) to Institutional (I) and amend the Sugar House Master Plan, pursuant to Petition No. 400-03-27.

4.  Ordinance: Set date - Petition No. 400-03-29, rezone property located at 163 West 1700 South

Set the date of August 10, 2004 at 7:00 p.m. to accept public comment and consider adopting an ordinance to rezone property located at 163 West 1700 South from Community Business (CB) to General Commercial (GC).  (Requested by Ms Lajuan C. Johnson)

5.  Ordinance: Set date - Petition No. 400-99-49, amend Chapter 21A.24 of the Salt Lake City Zoning Code

Set the date of August 10, 2004 at 7:00 p.m. to accept public comment and consider adopting an ordinance to amend Chapter 21A.24 of the Salt Lake City Zoning code regarding residential mixed-use districts and other related changes, pursuant to Petition No. 400-99-49 to create two zoning districts RMU-35 and RMU-45 to encourage residential development while allowing for a variety of non-residential support services.

11.         Ordinance: Truth in Taxation Hearing, Set date - Adopt and ratify the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2004-2005
Set the date of August 24, 2004 at 7:00 p.m. to accept public comment and consider one or more ordinances adopting and ratifying the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2004-2005 for all funds including, but not limited to, the following:

a.  General Fund levy to be used for repayment of court ordered judgments

b.  Special Library Fund levy

c.  Special Library Fund levy to be used for repayment of court ordered judgments

d.  General Obligation Bond levy to be used for repayment of court ordered judgments
