A.       BRIEFING SESSION:

        5:30 - 5:55 p.m., Room 325, City & County Building, 451 South State Street.

 

1.  Report of the Executive Director

2.  The Council will receive an update regarding issues at the 1996 Legislative Session.

3.  The Council will consider adopting a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations.

4.  The Council will interview Alberta Archuleta prior to consideration of her appointment to the Housing Advisory and Appeals Board (tentative).

 

B.       OPENING CEREMONY:

 

1.  Pledge of Allegiance.

2.  Approval of January 16, 1996 minutes.

3.  The International Institute of Municipal Clerks will recognize Chris Meeker, Chief Deputy City Recorder, with a plaque.

D.      CONSENT:

 

1.  Board Appointment:  Alberta Archuleta, Housing Advisory and Appeals Board.
Consider approving the appointment of Alberta Archuleta to the Housing Advisory and Appeals Board for a term extending through October 14, 1996.

2.  Ordinance:  Set Date  (Budget Amendment #7)
Set date of February 20, 1996 at 6:00 p.m. to accept public comment and consider adopting an ordinance to amend the Fiscal Year 1995-96 Budget.

3.  Resolution:  Interlocal Cooperation Agreement  (Salt Lake County)
Consider adopting a resolution authorizing the approval of an interlocal cooperation agreement between Salt Lake City Corporation and Salt Lake County for a street widening project on 900 East between Van Winkle Expressway and 4500 South.

     Staff Recommendation:  Adopt.

4.  Resolution:  Interlocal Cooperation Agreement  (Utah Division of Water Resources)
Consider adopting a resolution authorizing the approval of an interlocal cooperation agreement between Salt Lake City Corporation and Utah Division of Water Resources for state cost sharing for cloud seeding operations in City Creek and Parley's Canyons.

     Staff Recommendation:   Adopt.

5.  Ordinance:  Small Purchase Checks   (SLC Department of Management Services)
Consider adopting an ordinance enacting new Section 3.24.220 of the Salt Lake City Code, and amending Sections 3.24.050 and 3.24.100, relating to small purchases of supplies.

     Staff Recommendation:   Adopt.

E.       NEW BUSINESS:

 

1.  Legislative Action:  Councilmembers Sam Souvall and Keith Christensen  (Power Transmission Lines)
Consider adopting a legislative action item asking Administration to draft policies or an ordinance relating to underground power transmission lines in Salt Lake City.

F.       UNFINISHED BUSINESS:

1.  Ordinance:  Police Residency Requirements
Consider options regarding ordinance 113 of 1994 which requires that police officers hired after December 15, 1994 be residents of the City within 18 months after they are hired.

     Staff Recommendation:  Consider option.

2.  Appeal of Historic Landmark Decision Case No. 062-94    (Community and Economic Development/Wirthlin Appeal)
Consider an appeal by W. Meeks Wirthlin of a Historic Landmark Decision.
(H 96-2)

Staff Recommendation:   Refer to Landmark for rehearing; encourage expedited review and set appeal review date of March 12, 1996.

 

G.      PUBLIC HEARING:

1.  Ordinance:  Petition No. 400-95-77  (Community & Economic Development)
Accept public comment and consider adopting an ordinance closing a portion of 200 West  south of 1400 South, pursuant to Petition No. 400-95-77.

     Staff Recommendation:   Close and adopt.

2.  Ordinance:  Petition No. 400-95-76  (Community & Economic Development)    
Accept public comment and consider adopting an ordinance for Section 21A-20-8.5, regulating low power radio service antennas for cellular communication.
