A.  WORK SESSION:  (briefing time lengths are approximations only.)

      5:30-5:55 p.m., Room 326, City & County Building, 451 South State Street.

(Items from the following list that Council is unable to complete in Work Session from 5:30-5:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     Report of the Executive Director, including review of Council information items and announcements.  (Estimated time:  5 minutes)

2.     The Council will interview Denise A. Dragoo prior to her reappointment to the Land Use Appeals Board.  (Estimated time:  5 minutes)

3.     The Council will receive a legislative briefing from the Administration.  (Estimated time:  5 minutes)

4.     The Council will receive a briefing regarding a proposed ordinance amending Salt Lake City Ordinance No. 41 of 2000 which approved the Compensation Plan for Executive Employees and Elected Officials of Salt Lake City.  (Estimated time:  5 minutes)

5.     The Council will receive a briefing regarding Petition No. 400-00-33, a request by Thomas King, Sceptor Properties LLC, for a text amendment to the Residential Office Zoning District to allow office uses in existing buildings on lots less than 20,000 square feet in size.  (Estimated time:  5 minutes)

6.     The Council will receive a briefing regarding a proposed resolution authorizing the approval of an interlocal agreement between Salt Lake City Corporation and the Metropolitan Water District of Salt Lake and Sandy regarding capacity capital improvements and new water supplies.  (Estimated time:  10 minutes)

7.     The Council will consider adopting a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations.  (Estimated time:  10 minutes)

B.     OPENING CEREMONY:

2.     Approval of the February 6, 2001 minutes.


C.   COMMENTS:

D.  PUBLIC HEARINGS:

 

1.     Ordinance:  Budget Amendment No. 6 for Fiscal Year 2000-2001

Accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance No. 51 of 2000 which approved, ratified and finalized the budget of Salt Lake City, Utah, including the employment staffing document, for the Fiscal Year beginning July 1, 2000 and ending June 30, 2001.

                                                                                                        of intermodal hub funding.

2.     Resolution: Municipal Building Authority Budget Amendment Number 1

Accept public comment and consider adopting a resolution amending Salt Lake City Resolution No. 41 of 2000 which adopted the budget of the Municipal Building Authority of Salt Lake City, Utah, for the Fiscal Year beginning July 1, 2000 and ending June 30, 2001.

1.  Ordinance:  Assessment Ordinance for Special Improvement District No. CDIB-00, Central Business Improvement District (Downtown Alliance)
Consider adopting an ordinance confirming the assessment roll, as modified based upon the recommendations of the Board of Equalization and Review, and levying an assessment against certain properties in the Central Downtown Business Improvement District known as Salt Lake City, Utah Central Business Improvement District No. DA-CBID-00 for the purpose of paying the cost of economic promotion activities, including administrative expenses, within the District; establishing the effective date of this ordinance and related matters.  (Downtown Alliance)

2.  Ordinance:  Amending Sections 2.08.050 and 2.08.08, Salt Lake City Code, changing the administrative oversight of the City Engineer from the Department of Community and Economic Development to the Department of Public Services
Consider adopting an ordinance amending Sections 2.08.050 and 2.08.080 of the Salt Lake City Code changing the administrative oversight of the City Engineer from the Department of Community and Economic Development to the Department of Public Services, and amending the following sections relating to administrative oversight of the City Engineer:  14.32.035, 14.32.625, 14,40.020, 14.40.030, 14.40.060, 14.40.070, 14.40.080, 14.40.100, 14.44.010, and 14.44.060.

4.  Resolution:  ALSAM Foundation Grant Award (Methamphetamine Initiative)
Consider adopting a resolution authorizing Salt Lake City to accept the ALSAM Foundation Grant Award in the amount of $25,000 for the purpose of providing community awareness and services to victims exposed to chemicals and by-products of manufactured Methamphetamine drugs.

5.  Resolution:  Interagency outreach training initiative grant award from Utah State University
Consider adopting a resolution authorizing Salt Lake City to accept the Interagency Outreach Training Initiative Grant Award from Utah State University for the Crisis Intervention Team Program.

G. CONSENT

 

1.     Resolution:  Interlocal Agreement between Salt Lake City Corporation and West Valley City Corporation
Consider adopting a resolution authorizing the approval of an Interlocal Cooperation Agreement between Salt Lake City Corporation and West Valley Corporation for the purpose of providing shared fire protection and emergency medical services within the area bordered by:  the north City limits of Salt Lake City; Bangerter Highway; 5600 West; and, the south City limits of Salt Lake City.
