A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     Report of the Executive Director, including a review of Council information items and announcements.

2.     The Council will receive a follow-up briefing regarding a zoning amendment that would require parking lots to be located behind buildings and not occupy street frontage in all community-oriented commercial and mixed-use zoning districts. (Walkable Communities). (Item C-4)

3.     The Council will receive a briefing regarding rezoning the properties located at 1029 and 1031 South West Temple from Corridor Commercial (CC) to Residential Mixed-Use (RMU). (Jefferson School apartments rezoning)  (Petition No. 400-04-04)  (Item F-3)

4.     The Council will receive a briefing regarding the annual review of taxicab maximum rates.

5.     (Tentative) The Council will receive a briefing regarding the request by North Salt Lake for a voluntary boundary adjustment.  (Petition No. 400-04-11)

6.     The Council will receive a briefing regarding the Youth and Family Recreation and Programs Advisory Board ordinance.

7.     The Council will receive a briefing regarding Budget Amendment No. 4 and revenue projections for the Fiscal Year 2004-05.

8.     (Tentative) The Council will consider a motion to enter into Executive Session for the purpose of strategy sessions to discuss the purchase, exchange, or lease of real property when public discussion of the transaction would disclose the appraisal or estimated value of the property under consideration or prevent the public body from completing the transaction on the best possible terms, pursuant to Utah Code Ann. § § 52-4-4 and 54-4-5(1)(a)(iv), and attorney-client matters that are privileged, pursuant to Utah Code Ann. § 78-24-8.

 

B.   OPENING CEREMONY:

1.  Pledge of Allegiance.

2.  The Council will approve the minutes of November 9 and 16, 2004.

 

 

C.  PUBLIC HEARINGS

1.   Ordinance: Petition No. 400-04-32, amend the zoning ordinance text to allow car washes in the D-2 zoning district

Accept public comment and consider adopting an ordinance amending Salt Lake City Code to allow for car wash facilities in the downtown (D-2) zoning district.

2.   Ordinance: Petition No. 400-04-14 & 400-04-15, close Hamilton Place and Hawthorne Avenue to disclaim any interest the City or the public may have in these private streets

Accept public comment and consider adopting an ordinance closing and abandoning a portion of Hamilton Place extending North from 600 South between State Street and 200 East and a portion of Hawthorne Avenue extending West from 200 East between 500 and 600 South.   (Garff Family, LLC)

3. Ordinance: Petition No. 400-01-45, rezone rear portion of property at 1321 South 500 East

Accept public comment and consider adopting an ordinance rezoning the rear portion of property located at approximately 1321 South 500 East from Residential (R1/5000) to Neighborhood Commercial (CN).  (Jayson Critchfield)

4.  Ordinance: Petition No. 400-00-52, amend the Salt Lake City Code to require that parking lots be located behind buildings, rather than on street frontage, in all community oriented commercial and mixed use zones

1.  Resolution: Create 2004 Sidewalk Replacement and Quayle Avenue Reconstruction Special Improvement District (SID)

Consider adopting a resolution to create Salt Lake City, Utah 2004 sidewalk replacement and Quayle Avenue reconstruction Special Improvement District (:The District”) , generally as described in the notice of intention concerning The District; authorizing the city officials to proceed with construction improvements as set forth in the Notice of Intention; and related matters.

2.   Resolution: Accepting bids for purchasing of materials and authorizing execution of a contract/2004 Sidewalk Replacement and Quayle Avenue Reconstruction Special Improvement District (SID)

Consider adopting a resolution conditionally accepting bids for purchasing of materials and construction work and, subject to approval of the city engineer, authorizing execution of a contract for construction contract with the apparent responsive bidder for construction of improvements of Salt Lake City, Utah 2004 Sidewalk Replacement and Quayle Avenue Reconstruction Special Improvement District (The “District”); providing for construction of improvements consisting of the installation of concrete sidewalks, sidewalk access ramps, driveways, roadway pavement, curb, gutter and drainage facilities and all other miscellaneous work necessary to complete the improvements in a proper workmanlike manner; all other miscellaneous work necessary to complete the improvements; for issuance of interim warrants and for the addition of the interest thereon to assessable costs and related matters.

3.  Ordinance: Petition No. 400-04-12, amend the Avenues Community Master Plan and rezone property located at 518 East 3rd Avenue

Consider adopting an ordinance amending the Avenues Community Master Plan and rezoning property located at 518 East 3rd Avenue from residential multi-family (RMF-35) to neighborhood commercial (CN). (Jack Plumb)

4.  Ordinance: Confirm the date - Petition No. 400-04-04, amend the rezoning of properties at 1029 and 1031 South West Temple Street

Confirm the date of December 14, 2004 at 7:00 p.m. to accept public comment and consider adopting an ordinance rezoning the properties located at 1029 and 1031 South West Temple Street from Commercial Corridor (CC) to Residential Mixed Use (RMU), and amending the Central Community Master Plan. (Jefferson School Apartments)

G. CONSENT:

1.  Ordinance: Set date – Adopt the Solid Waste Management Facility budget, which has been prepared and submitted by the Salt Lake Valley Solid Waste Management Council for calendar year 2005, subject to specific policy directives

Set the date of December 14, 2004 at 7:00 p.m. to accept public comment and consider adopting the Solid Waste Management Facility budget, which has been prepared and submitted by the Salt Lake Valley Solid Waste Management Council for calendar year 2005, subject to specific policy directives.

2.  Property Conveyance: Lease parking lot on City property for use by neighboring business at approximately 4760 South 900 East

Consider requesting that the Administration hold a hearing regarding a request to lease an existing parking lot on City property for use by a neighboring restaurant for overflow parking. Compensation will be tendered and lessee will maintain the parking lot area, including landscaping needs.
