              The Work Session briefing, item A-4 and the Unfinished Business item F-3, regarding Gateway Zoning will be held jointly as the Redevelopment Agency Board and City Council.

A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street

      (Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     Report of the Executive Director, including review of Council information items and announcements. 

2.     The Council will interview Frank Algarin prior to consideration of his appointment to the Transportation Advisory Board.

3.     The Council will interview James Jenkin prior to consideration of his appointment to the Transportation Advisory Board.

4.     The Council will hold a discussion regarding a request from Gateway Associates to allow department stores in the Gateway.

5.     The Council will receive a briefing regarding the re-certification of the Justice Court of Salt Lake City.

 

B.     OPENING CEREMONY:

2.     The Council will adopt the minutes of October 7, 2003.

 

C.   PUBLIC HEARINGS:

 

1.   Ordinances: Petition Nos. 400-02-36 and 400-02-37, regarding two proposals requested by ARX Group, LLC and Richard Fetzer, Fetzer’s Inc. relating to property located at 1436 South West Temple:

 

                                Staff Recommendation:            Close and adopt.

 

a.  Ordinance: Petition No. 400-02-36, rezone property located at 1436 South West Temple Street from General Commercial and Residential Multi-Family to Residential Mixed-Use

Accept public comment and consider adopting an ordinance rezoning property located at 1436 South West Temple Street from General Commercial and Residential Multi-Family to Residential Mixed-Use, pursuant to Petition No. 400-02-36.

b.  Ordinance: Petition No. 400-02-37, close and abandon a portion of Front Street (155 West) between 1400 South and approximately 1430 South, adjacent to property generally located at 1436 South West Temple Street

Accept public comment and consider adopting an ordinance closing and abandoning a portion of Front Street (155 West) between 1400 South and approximately 1430 South, adjacent to property generally located at 1436 South West Temple Street.

1.   Motion: Canvass of the Salt Lake City Primary Election

Accept the official canvass of the October 7, 2003 Salt Lake City Primary Election.

2.  Resolution: authorize a loan from the Salt Lake City Housing Trust Fund to the Trenton Apartment Project located at 544 East 100 South

Consider adopting a resolution authorizing a loan from the Salt Lake City Housing Trust Fund to the Trenton Apartment Project located at 544 East 100 South.

1.     Resolution: approve a request by Sandy City to annex territory into Sandy City, which request is made pursuant to a boundary agreement between Salt Lake City and Sandy City; and authorize the execution of a document evidencing such approval

2.     Resolution: authorize the approval if an interlocal cooperation agreement between Salt Lake City Corporation and the United States Environmental Protection Agency

Consider adopting a resolution authorizing the approval if an interlocal cooperation agreement between Salt Lake City Corporation and the United States Environmental Protection Agency for performance of vulnerability assessments and related security improvements at drinking water facilities.

Consider approving the reappointment of Richard Lee to the Golf Enterprise Fund Advisory Board for a term extending through July 16, 2007.

4.     Board Appointment: Bonnie Mangold, Transportation Advisory Board

Consider approving the appointment of Bonnie Mangold to the Transportation Advisory Board for a term extending through September 25, 2006.

5.     Property Conveyance: Relocation of Sewer Easements on University of Utah Property on Wakara Way

Consider requesting that the Administration hold a hearing regarding a request to exchange easements to facilitate development of the University of Utah orthopedic hospital

6.     Property Conveyance: Grant of Preservation Easement encumbering City property known as Gilgal Garden

Consider requesting that the Administration hold a hearing regarding a grant of preservation easement encumbering City property known as Gilgal Garden located at approximately 749 East 500 South, in order to protect the open space property. Title to the property will be held by Salt Lake City Corporation, Utah Heritage will hold the easement as Grantee.
