1.     Report of the Executive Director, including a review of Council information items and announcements.

2.     The Council will interview Greg Valdez prior to consideration of his appointment to the Community Development Advisory Committee.

3.     The Council will receive a briefing regarding one or more ordinances adopting and ratifying the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2004-2005.  (Truth and Taxation) (Public Hearing Item C1)

4.     The Council will receive a follow up briefing regarding Budget Amendment No. 1 and related resolutions.  (Public Hearing Item C2)

5.     The Council will receive a follow up briefing regarding the Bicycle and Pedestrian Master Plan.  (Petition No. 400-02-30)  (Public Hearing Item C6)

6.     The Council will receive a briefing regarding a request to close a portion of Bellflower Street (3130 West) between the railroad right-of-way and 700 South and, a portion of 700 South between Fulton Street (approx. 3000 West) and Bellflower Street to facilitate the industrial redevelopment of the property. 7.     The Council will receive a follow up briefing regarding proposed amendments to Title 16 and Title 5 regarding ground transportation regulations for taxicab, limousine and other ground transportation businesses.  (Public Hearing Item C7)

8.     The Council will receive a briefing regarding a loan agreement between Salt Lake City Corporation and Multi-Ethnic Development Corporation. (700 S Condos 700 S & 200 W)

9.     The Council will receive a briefing regarding a proposal to modify the definition of brewpubs to allow for limited wholesale distribution.  (Petition No. 400-03-33) (Response to a Legislative Action item by Council Members Love and Saxton)

10.   The Council will receive a briefing regarding the Capitol Improvement Program. (CIP)

11.   The Council will receive a briefing regarding a resolution amending the One-year Action Plan for the 30th year Community Development Block Grant (CDBG) funding for Fiscal Year 2004-05 and approving an Interlocal cooperation agreement between Salt Lake City and the U.S. Department of Housing and Urban Development (HUD).

1.  Ordinance:  Truth in Taxation

 

a.  Ordinance: Final rate of tax levy for the special library fund Fiscal Year 2004-2005

Accept public comment and consider adopting an ordinance adopting the final rate

of tax levy for the Special Library Fund for Fiscal Year 2004-2005.

b.  Ordinance: Final rate of tax levy upon all real and personal property within Salt Lake City made taxable by law Fiscal Year 2004-2005

Accept public comment and adopting consider an ordinance adopting the final rate

    of tax levy upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2004-2005.

c.  Ordinance: Final budget for the Library Fund of Salt Lake City for the Fiscal Year 2004-2005

Accept public comment and consider adopting an ordinance adopting a final budget for

Accept public comment and consider adopting an ordinance amending the budget of Salt Lake City, Utah, including the employment staffing document, for the fiscal year beginning July 1, 2004 and ending June 30, 2005.

Accept public comment and consider adopting an ordinance to amend the existing sign ordinance to allow standardized public parking lot identification/entrance signs for the downtown area.

Consider adopting a resolution of the Board of Trustees of the Municipal Building Authority of Salt Lake City, Salt Lake County, Utah, providing for the redemption of certain outstanding lease revenue bonds; and authorizing the taking of all other actions necessary to the consummation of the transactions contemplated by this resolution.

Consider adopting a resolution authorizing the issuance and confirming the sale of up to $19,000,000 Salt Lake City, Salt Lake County, Utah Sales Tax Revenue Refunding Bonds, Series 2004 for the purpose of refunding certain lease revenue bonds of the Municipal Building Authority of Salt Lake City, Salt Lake County Utah; authorizing the execution and delivery of a master trust indenture and a first supplement trust indenture to secure said series 2004 Bonds; authorizing a purchase contract and a remarketing agreement with Lehman Brothers Inc.; authorizing a standby bond purchase agreement to provide liquidity support for the series 2004 bonds; authorizing the taking of all other actions necessary for the consummation of the transactions contemplated by this resolution and related matters.

3.  Resolution: Rose Park Lighting Special Improvement District (Accepting bids and authorizing execution of contract

Consider adopting a resolution conditionally accepting bids for purchasing of materials and construction work and, subject to approval of the city engineer and/or the city purchasing department, authorizing execution of a contract for construction contract and a contract for construction contract and a contract for materials.  Respectively, with the apparent responsive bidder for construction of improvements of Salt Lake City, Utah Rose Park Special Improvement District (the “District”) providing for construction of improvements consisting of the installation of decorative street lighting poles, the removal of existing wooden street lighting poles and all other miscellaneous work necessary to complete the improvements in a proper workmanlike manner; to levy an assessment to operate and maintain said street lighting facilities; all other miscellaneous work necessary to complete the improvements; for issuance of interim warrants and for the addition of interest thereon to assessable costs and related matters.

4.  Resolution: Petition No. 400-99-49, amend Chapter 21A.24 of the Salt Lake City Code

Consider adopting an ordinance amending Chapter 21A.24 of the Salt Lake City Code to create two zoning districts RMU-35 and RMU-45 to encourage residential development while allowing for a variety of non-residential support services.

5.  Motion: - Matching funds agreement regarding the Leonardo

Consider adopting a motion authorizing the Council Chair to sign an agreement with the Mayor and the Chair of the Library Square Foundation for Art, Culture and Science regarding the matching funds that The Leonardo must raise before the City will issue a general obligation bond for the refurbishment of the old library building

6.  Resolution: Authorize Mayor to accept the National Endowment for the Arts Grant

Consider adopting a resolution authorizing Salt Lake City to accept the National endowment for the Arts grant awarded to Global Artways for the Dance, Learn, Celebrate Program.

7.  Resolution: Authorize Mayor to accept the State Department of Workforce Services Grant

Consider adopting a resolution authorizing Salt Lake City Corporation to accept the Utah Department of Workforce Services grant awarded to Salt Lake City for the World Refugee Day.

9.  Resolution: Authorize Mayor to accept the Bank–One Modesto Park donation

Consider adopting a resolution authorizing Salt Lake City Corporation to accept the Bank-One contribution awarded to the Salt Lake City Foundation for the Modesto Park Improvements.
