A.  WORK SESSION: 3:00 p.m. or immediately following the 2:00 p.m. Redevelopment Agency Meeting Room 326, City & County Building, 451 So. State St. (Agenda items scheduled during the Council's formal meeting may be discussed during the Work Session briefing. Items from the following list that Council is unable to complete in Work Session from approximately 3:00 p.m. – 6:30 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will receive a briefing regarding one or more ordinances adopting and ratifying the rate of tax levy, greater than the Certified Tax Rate, upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2009-10. (Item C1)

2.     The Council will receive a briefing regarding an ordinance amending Salt Lake City Code, Section 21A.32.140, Table of Permitted and Conditional Uses for Special Purpose Districts to allow public parks in the Public Lands (PL) Zoning District, Petition No. PLNPCM2009-00616. (Item C2)

3.     The Council will receive a briefing regarding an appropriation resolution for Homelessness Prevention and Rapid Re-Housing Program Funds and an Interlocal Cooperation Agreement between Salt Lake City and the U.S. Department of Housing and Urban Development. (Item C3)

4.     (TIME CERTAIN 4:00 P.M.) The Council will continue a fact finding discussion on options of regulations for taxicab companies.

5.     (TIME CERTAIN 5:00 P.M.) The Council will receive a briefing from the Sister Cities Board.

6.     (TIME CERTAIN 5:15 P.M.) The Council will receive a briefing from the Police Civilian Review Board.

7.     (TIME CERTAIN 5:30 P.M.) The Council will receive a briefing from the Planning Commission.

8.     (SCHEDULED AFTER FORMAL MEETING) The Council will receive a briefing regarding possible changes to the Utah State Retirement System and the potential impact to Salt Lake City.

9.     (SCHEDULED AFTER FORMAL MEETING) The Council will receive a briefing regarding a motion authorizing the Council Chair to sign contracts with Management Partners Inc., CityGate Associates LLC, and Galena IT Ltd for special audit services.

10.   (SCHEDULED AFTER FORMAL MEETING) The Council will receive a briefing regarding a resolution authorizing an Interlocal Cooperation Agreement between Salt Lake County, Utah and Salt Lake City Corporation relating to the Parley’s Trail (granting permission to Salt Lake County to build and maintain trail).

11.   Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:
Council Member Luke Garrott will conduct the Formal Council Meetings during the month of August.

1.  Pledge of Allegiance.

2.  The Council will approve the minutes of July 14, 2009 and August 3, 2009.

 

C.  PUBLIC HEARINGS:

1.  Ordinances: Truth-in-Taxation Hearing to adopt and ratify the rate of tax levy upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2009-2010
Accept public comment and consider one or more ordinances adopting and ratifying the rate of tax levy, greater than the Certified Tax Rate, upon all real and personal property within Salt Lake City made taxable by law for Fiscal Year 2009-10.

2.     Ordinance: Zoning Text Amendment, Allow Public Parks as a permitted use in the Public Lands (PL) Zoning District
Accept public comment and consider adopting an ordinance amending Salt Lake City Code, Section 21A.32.140, Table of Permitted and Conditional Uses for Special Purpose Districts to allow public parks in the Public Lands (PL) Zoning District, Petition No. PLNPCM2009-00616.  (New public park at 1920 West 400 North)

3.   Appropriation Resolution/Interlocal Agreement: Homelessness Prevention and Rapid Re-Housing Program Funds

     Accept public comment and consider adopting an appropriation resolution for Homelessness Prevention and Rapid Re-Housing Program Funds and approving an Interlocal Cooperation Agreement between Salt Lake City and the U.S. Department of Housing and Urban Development.

4.   Resolution: Water and Sewer Revenue Bonds

     Accept public comment and consider adopting a resolution authorizing the issuance of up to $7,000,000 principal amount of water and sewer revenue bonds of the City to finance certain improvements, facilities and property that will be part of the City’s water, sewer and stormwater system, including, but not limited to the replacement of existing digester covers, and the potential economic impact that suchproject will have on the private sector.

H.  CONSENT:

1.  Resolution: Set Date: Public Safety Facilities Bond Initiative

     Set the date of September 22, 2009 at 7:00 p.m. to accept public comment and consider adopting a resolution providing for the holding of a special bond election in Salt Lake City, Utah, at the same time as the municipal general election, for the purpose of submitting to the qualified electors thereof the question of whether general obligation bonds of the City, in an amount not to exceed $125,000,000, shall be issued and sold for the purpose of paying the costs of providing public safety facilities; providing for the holding of a public hearing and the publication of a Notice of Public Hearing; declaring official intent with respect to certain expenditures; and providing for related matters.
