A.  WORK SESSION: 5:30 p.m., Room 326, City & County Building, 451 South State Street 

(Items from the following list that Council is unable to complete in Work Session from 5:30-6:55 p.m. will be addressed in a Work Session setting following the Consent Agenda.)

1.     The Council will receive a follow up briefing regarding a loan application from the Housing Trust Fund to HMG Properties, LLC for the construction of the City Plaza Apartment Project to be located at 134-164 South 200 East. (Item F-3)

2.     The Council will receive a briefing regarding the Housing & Neighborhood Development Division.

3.     The Council will receive a briefing on the request by the Salt Lake City Redevelopment Agency on an Interlocal Agreement regarding design and construction of the 900 South TRAX Station on 200 West between 800 and 900 South. (Petition No. 400-04-50) (Item F-4)

4.     The Council will receive a briefing regarding the Environmental Management Program.

5.     (Tentative) The Council will consider a motion to enter into Executive Session, in keeping with Utah Code, to discuss labor negotiations, pursuant to Utah Code Ann. § § 52-4-4 and 52-4-5 (1)(a)(ii)

6.     The Council will receive a report from the Council audit subcommittee regarding a recommendation for the selection of a financial audit firm.

7.     Report of the Executive Director, including a review of Council information items and announcements.

 

B.   OPENING CEREMONY:

Council Member Van Turner will preside over the Formal Council Meetings during the month of April.

C.  PUBLIC HEARINGS

1.  Ordinance – amend zoning text to decrease property required for a planned development and to allow single family attached and detached homes in zoning district, Residential Multi-Family RMF-75

Accept public comment and consider adopting:

a.  an ordinance amending Section 21A.24.150, Salt Lake City Code, pertaining to RMF-75 high density multifamily residential district, pursuant to Petition No. 400-04-17.

b.  an ordinance amending Table 21A.54.150E2, Salt Lake City Code, pertaining to minimum planned development size within the zoning districts throughout the City, pursuant to Petition No. 400-04-19.

1.  Resolution – authorize the issuance and sale of Sales Tax Revenue Refunding Bonds, Series 2005

Ratify the date of April 12, 2005 at 7:00 p.m. to accept public comment and consider adopting a resolution authorizing the issuance and sale of up to $55,000,000 aggregate principal amount of Sales Tax Revenue Refunding Bonds of the City; fixing certain maximum terms for the Bonds.

                        Staff Recommendation:   Adopt and ratify the date for a public hearing;

 

2.  Resolution – authorize the issuance of Water and Sewer Revenue and Refunding Bonds, Series 2005

Consider adopting a resolution authorizing the issuance and sale of up to $13,000,000 aggregate principal amount of water and sewer improvement and refunding revenue bonds of the City; fixing certain maximum terms for the Bonds; and providing for related matters.

3.   Resolution – Authorize a loan from Salt Lake City’s Housing Trust Fund to HMG Properties, LLC for the City Plaza Apartment Project

Consider adopting a resolution authorizing a loan from the Salt Lake City’s Housing Trust Fund to HMG Properties, LLC for the construction of the City Plaza Apartment Project to be located at 134-164 South 200 East.

4.  Resolution – Authorize an Interlocal Agreement regarding design and construction of the 900 South TRAX Station on 200 West between 800 and 900 South (Petition No. 400-04-50)

Consider adopting a resolution authorizing the approval of the Interlocal Agreement regarding design and construction of the 900 South TRAX Station between Salt Lake City Corporation and Utah Transit Authority, and the approval of the design plan.

G. CONSENT:

1.  Property Conveyance – Easement for encroachment of existing guy wire on Public Right of Way at Forest Dale Golf Course

Consider requesting that the Administration hold a hearing regarding a request by PacifiCorp for a 10’x30’ easement where a guy wire exists at Forest Dale Golf Course. This is adjacent to property at 2588 South McClelland Street. Compensation will be tendered.

2.  Property Conveyance – Declare southern portion of Edison Street between 600 and 700 South as surplus property

Consider requesting that the Administration hold a hearing regarding a request to declare surplus the southern portion of Edison Street between 600 South and 700 South for purchase by the abutting property owner. An easement would be maintained on the property to preserve needed access for Public Utilities. This portion of Edison Street has been closed since 1987, and has provided access to the retail store on the property. Compensation will be tendered.

3.  Confirm public hearing date –North Salt Lake City‘s request for disconnection

Confirm the date of April 19, 2005 at 7:00 p.m. to accept public comment regarding a request by North Salt Lake City to disconnect 80 acres from Salt Lake City’s municipal boundary.

4.   Ordinance – Confirm date – Petition No. 400-04-49, street and alley closures associated with the Lowe’s Home Improvement Warehouse development on 300 West and 1300 South

Confirm the date of April 19, 2005 at 7:00 p.m. to accept public comment and consider adopting an ordinance closing California Avenue between 300 West and the UTA/TRAX right-of-way at 200 West, Washington Street between California Avenue and 1400 South and the alley located between 1300 South and California Avenue (adjacent and west of the UTA/TRAX right-of-way (200 West) and that the City sell these properties to Lowe’s as the abutting property owner.

4.   Ordinance – Confirm date – Petition No. 400-03-34, amend the zoning ordinance relating to nonconforming use and noncomplying regulations structure, and amend the Avenues Community Master Plan

Confirm the date of April 19, 2005 at 7:00 p.m. to accept public comment and consider amending Chapter 21A.38, Salt Lake City Code, pertaining to nonconforming uses and noncomplying structures, Section 21A.52.030, Salt Lake City Code, pertaining to special exceptions, Section 21A.62.040, Salt Lake City Code, pertaining to definitions and amending the Avenues Community Master Plan.

3.  Ordinance – Confirm date – Petition No. 400-04-45, remove the crash gate requirements at
500 West railroad crossing on 500 North

Confirm the date of April 12, 2005 at 7:00 p.m. to accept public comment and consider amending an Ordinance No. 13 of 2003 to remove the crash gates as a condition of the closure of 500 West railroad crossing on 500 North.

6.    Ordinance – Confirm date – Petition No. 400-04-43 close a portion of 300 South between 5100 and 5200 West (Menlo)

Confirm the date of April 12, 2005 at 7:00 p.m. to accept public comment and consider adopting an ordinance closing and abandoning a portion of 300 South from approximately 5100 to 5200 West.
